About Us

Green Link Digital Bank is Singapore's inaugural wholesale digital bank focusing on supply chain finance, mainly serving MSMEs and aiming to help MSMEs grow and improve digitization.

This role calls for a proactive, structured Project Manager dedicated to driving the success of our critical Enterprise Infrastructure, Cybersecurity, and Application projects. You will oversee the end-to-end project lifecycle- from initial planning, budgeting, and risk management to successful operational handover. You will act as a key liaison, aligning internal teams, strategic vendors, and stakeholders across varying levels of complexity. Additionally, you will lead and deliver strategic data management workstreams within budget. Success in this role requires strong governance discipline, attention to detail, and a commitment to seeing initiatives through data ingestion and quality assurance to final operational transition.

Responsibilities

Project Initiation & Planning

· Partner with stakeholders and vendor Business Analysts (BAs) to translate business requirements into clear technical specifications and establish project objectives, success metrics, and delivery methodologies (Agile, Waterfall, or Hybrid).

· Develop and maintain essential project artefacts, including project charters, schedules, and RAID (Risks, Assumptions, Issues, Dependencies) logs.

· Manage project estimates, budgeting, and procurement processes (e.g., SOWs and POs), while continuously balancing scope, timelines, and resources to optimize on-time delivery.

· Ensure project infrastructure readiness, including servers, cloud environments, network connectivity, and supporting platforms, before implementation activities commence.

Execution, Delivery & Transition

· Direct multi-disciplinary internal teams, external vendors, and System Integrators (SIs) to deliver secure, fit-for-purpose solutions.

· Lead solution design reviews and coordinate all testing activities, including User Acceptance Testing (UAT), working closely with vendors and business users to ensure the solution meets business and technical requirements before go-live.

· Identify, manage, and proactively mitigate complex technical dependencies and bottlenecks across multiple systems, APIs, data migrations, and third-party integrations to minimize project risks.

· Monitor and evaluate vendor performance throughout the project lifecycle, ensuring timely delivery, technical quality, compliance with project requirements, and adherence to Service Level Agreements (SLAs).

· Oversee deployment, operational readiness, training, and transition activities to ensure a seamless handover into Business-as-Usual(BAU) operations.

Governance, Risk & Compliance

· Facilitate steering committee meetings and working groups, translating technical issues and project progress into business-focused executive insights.

· Own change control, RAID management, and risk mitigation by proactively identifying and resolving technical and delivery issues that may impact project scope, timelines, budget, or quality.

· Ensure all project documentation is audit-ready and aligned with internal IT governance, security standards, and organizational policies.

Requirements

· 12+ years experience in delivering large-scale IT transformations, spanning infrastructure overhauls, core application rollouts, and cybersecurity programmes within the financial services sector.

· Bachelor’s degree in computer science, Information Systems, Engineering, Business Management, or a related discipline.

· Certification on PMP, CITPM, or PRINCE2; Agile credentials (e.g., CSM, SAFe) are highly preferred.

· Strong understanding of banking operation and MAS technology risk guidelines

· Proficiency in technical project tracking tools (e.g., Jira, Confluence) to monitor sprint velocity and technical debt.

· Ability to thrive in a fast-paced, complex and evolving environment.

· Mastery of project governance and delivery fundamentals, including rigorous planning, RAID management, change control, and benefits realization.

· Emphasis on good project governance and project hygiene, including a deep understanding of all financial, procurement, and compliance-related matters for projects undertaken, experience managing the various technical approvals applicable, and deliveries that can stand up to audits.

· Proven track record of successfully managing complex, cross-functional, with a clear ability to leverage and harness the strengths of stakeholders to instill an effective working model for deliveries undertaken.

· Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels, including proven successful engagement with senior leadership and across all levels of the organization.

· Structured, detail-oriented, and able to manage competing priorities; a collaborative team player able to work effectively across cross-functional teams.
