Project Manager II (IT Track)
Distinguishing Characteristics:
The Project Manager II role manages all phases of medium-to-high complexity projects in IT or civil/construction disciplines at the Tucson Airport Authority (TAA), including Tucson International Airport (TUS) and Ryan Airfield (RYN). Operating within the Project Management Office (PMO), the position adheres to established project management standards, governance, and organizational objectives. Under minimal supervision and administrative direction, the Project Manager II responsibilities include full lifecycle project management planning, execution, monitoring, and closeout while managing budgets, schedules, risks, and vendor relationships. The role prepares reports and recommendations for executive review, ensures compliance with Federal Aviation Administration (FAA)/Arizona Department of Transportation (ADOT) regulations and grant requirements, and supports emergency response readiness using Incident Command System (ICS)/National Incident Management System (NIMS) protocols.
Essential Functions:
The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA:
- Support and advocate for TAA’s Mission, Vision, Guiding Principles and act as a champion and role-model of TAA’s Cultural Fundamentals.
- Serve as project manager for assigned projects to deliver scope, schedule, budget, and quality outcomes in compliance with PMO governance and standards.
- Manage project schedules, risks/issues, and change control; negotiate scope changes and contractor/consultant change orders within delegated authority.
- Own budget tracking, progress payment approvals, and financial reporting; ensure adherence to cost controls and timely approvals.
- Lead contractors, specialty consultants, and internal stakeholders to implement design changes and maintain quality standards.
- Conduct design and constructability reviews; lead inspections, develop punch lists, and accept projects for TAA.
- Prepare decision-ready reports and recommendations for the Executive Team at key project milestones.
- Ensure compliance with TAA property use rules, air traffic and safety regulations, and FAA/ADOT grant requirements; coordinate with regulatory agencies as needed.
- Collaborate with IT and Maintenance teams to plan for system upgrades and replacements tied to projects.
- Respond to staff and tenant inquiries; maintain accurate project records and provide timely status updates.
- Build and maintain positive relationships with internal teams, external agencies, and stakeholders to ensure successful project delivery.
- Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize ICS/ NIMS protocols and procedures; coordinate and/or participate in after-action emergency de briefing with appropriate departments and stakeholders.
IT Track
- Manage the design, configuration, and implementation of assigned IT projects to ensure systems are fully operational by project end.
- Work closely with technology vendors, consultants, internal IT teams, and other stakeholders to ensure requirements are met.
- Lead and provide direction in project team meetings to keep meetings on schedule with pertinent information discussed and decisions made as required.
- Coordinate system testing, validation, and acceptance with internal IT and maintenance teams.
- Manage final inspections and system acceptance; approve progress payments through project completion.
