Project Manager - Infrastructure & Utilities Operations
Summary
Oversee infrastructure and utilities projects in Saudi Arabia, coordinating field work, subconsultants, and government stakeholders while enforcing ISO 9001 controls and change-management processes.
- Own the Project Charter and Project Execution Plan for the full term of the engagement.
- Build and protect the baseline schedule, carrying client dependencies on it alongside Egis activities, and re-baseline only through change control.
- Plan field campaigns and secure site access, permits and escorts ahead of each mobilization.
- Constitute and run the governance forums, from steering committee to weekly workstream sessions, and drive decisions and actions to closure.
- Apply the delegated authority and escalation matrices so decisions are taken at the right level, each escalation carrying options and a recommendation.
- Control the deliverable lifecycle through draft, validation workshop, client comments, response and approval, with internal peer review before every submission.
- Manage stage gates on conditions met rather than actions promised, recording exceptions with an owner and closure date.
- Operate change control end to end and maintain the change log with cumulative impact stated.
- Own the risk and issue register and the information request register, reporting movement and escalating overdue items.
- Maintain document control, the EDMS and a programme dashboard tracking deliverables, approvals and response times.
- Issue monthly reporting on schedule variance, deliverable status, risk movement and decisions required from the client.
- Manage subconsultant performance against flowed down schedules and acceptance criteria.
- Apply ISO 9001 controls to templates, reviews and document issue.
- Bachelor degree in Engineering. Civil, mechanical or electrical preferred.
- Minimum 8 years in project or programme management, with at least 3 years delivering in Saudi Arabia.
- PMP or equivalent.
- Delivery record on multi site consultancy assignments with heavy field mobilization and subconsultant teams.
- Demonstrated ownership of a project execution plan, change control process and stage gate regime.
- Working knowledge of ISO 9001. Familiarity with ISO 22301 and ISO 31000 is an advantage.
- Familiarity with quantitative schedule risk analysis and Monte Carlo based contingency setting is an advantage.
- Strong stakeholder management with public sector and sovereign clients.
- Fluent English and Arabic.
- Saudi Council of Engineers registration, or eligibility to register.
