Manager to join our team in Harrisburg, PA!
In
this role, you will be responsible for the end-to-end planning, coordination,
execution, and monitoring of all interface and integration workstreams related
to a Medicaid/MMIS Provider Management Module. You will serve as the pivotal operational
bridge connecting client stakeholders, the PMM solution
vendor, downstream module vendors, integration broker/API gateway teams,
and PMO leadership.
The
ideal candidate blends proven project management disciplines with a solid
understanding of system integration lifecycles (APIs, batch exchanges, EDI, web
services) within large-scale public sector health information systems.
Interface
Lifecycle & Workstream Management
· End-to-End Coordination: Direct and monitor the planning,
definition, development, end-to-end testing, and deployment of all inbound and
outbound PMM interfaces (e.g., trading partner data exchanges, verification
agencies, internal module integrations, and federal clearinghouses).
· Scope & Schedule Control: Build, maintain, and baseline
detailed interface delivery schedules and work breakdown structures (WBS)
aligned with the MMIS Integrated Master Schedule (IMS).
· Dependency & Critical Path
Tracking: Proactively map cross-module interface dependencies, tracking technical
prerequisite tasks between the PMM contractor, integration broker teams, and
legacy/external data exchange partners.
· Milestone Delivery: Drive interface milestones from
conceptual interface control documentation (ICD) through development,
connectivity setup, system integration testing (SIT), user acceptance testing
(UAT), and operational readiness review (ORR).
Stakeholder
Liaison & Vendor Integration
· Vendor & Department Liaison: Serve as the primary project
management point of contact for PMM interface matters, interfacing daily
between Department leads, MMIS PMO leadership, and module vendor
project teams.
· Facilitate Technical Working
Groups: Organize, facilitate, and steer recurring Joint Interface Working Groups,
technical walkthroughs, and Joint Application Development (JAD) sessions.
· CMS Certification Support: Coordinate documentation and
testing evidence required for Centers for Medicare & Medicaid Services
(CMS) Outcomes-Based Certification (OBC) / Medicaid Enterprise Certification
Toolkit (MECT) milestones tied to provider data exchange.
Governance,
Risk & Issue Management
· Roadblock Identification &
Resolution: Act as a proactive problem solver, identifying technical blockers, schedule
slippages, and scope friction early; formulate and execute risk mitigation
strategies and corrective action plans.
· Action Item & Change Control: Track and resolve all interface
action items, defects, and change requests through formal Change Management
Board (CMB) governance processes.
· Status Reporting & Executive
Visibility: Deliver clear, data-driven status reporting, weekly dashboard metrics, burndown
charts, and executive escalation briefs regarding interface health, milestones,
and testing velocity.
Requirements
· Minimum Experience: At least four (4) years of structured IT project management experience
leading multi-stakeholder system implementation, integration, or modernization
projects.
· Required Certification: Active Project Management Professional (PMP®) certification in good
standing (Project Management Institute).
· Healthcare / MMIS / State
Government Domain: Demonstrable experience working on Medicaid Management Information System
(MMIS), state Department of Human Services / Health agency projects, or
comparable large-scale health information IT programs.
· Interface & Integration
Familiarity: Direct experience coordinating system interfaces, APIs (REST/SOAP), EDI
transactions, batch file transfers (SFTP), and enterprise data integration
pipelines across disparate vendor platforms.
· SDLC Process Knowledge: Comprehensive understanding of
the Systems Development Life Cycle (SDLC), Agile/Scrum and Waterfall delivery
models, and testing phases (Unit, SIT, UAT, Regression, Interface Mock Runs).
· Education: Bachelor’s degree in Business
Administration, Information Systems, Computer Science, Health Informatics, or a
related discipline from an accredited college or university.
· Location & Presence: Preferred to be located in or willing to commute to Harrisburg, PA, with the ability to
participate in scheduled on-site team meetings and client
sessions. Will consider exceptional remote candidates.

· Provider Module Expertise: Prior hands-on familiarity with
Medicaid Provider Management / Provider Enrollment & Screening modules,
Electronic Visit Verification (EVV) integrations, or National Plan and Provider
Enumeration System (NPPES) interfaces.
· Healthcare Interoperability
Standards: Exposure to healthcare communication standards and frameworks (e.g., HIPAA EDI
274/837/835, HL7/FHIR, MITA 3.0 framework).

independent vendor organizations and state clients.
· Superior Communication: Outstanding oral and written
presentation skills, with proven success conveying complex interface

user story management, defect tracking, work item boards, and backlog grooming.

· Productivity & Reporting: Microsoft Office Suite (Teams,
Excel, Word, PowerPoint, SharePoint) and business intelligence reporting (Power
BI or Tableau dashboards).
