Project Manager

Summary

Oversee large industrial construction projects from engineering through commissioning, ensuring safety, budget, and schedule compliance for oil & gas, chemical, or energy plants.

Responsibilities:

  • Take overall responsibility for the safe, timely and successful execution of assigned EPC, construction, tank, piping, plant modification and maintenance projects.
  • Manage the overall project scope, schedule, budget, resources and deliverables to ensure that projects are completed in accordance with contractual requirements, approved budgets and agreed schedules.
  • Establish project execution plans, organization structures, responsibilities, project schedules, manpower requirements and resource plans in coordination with the project team.
  • Lead and manage the project team, including Project Engineers, Site Engineers, QA/QC, HSE, Procurement, Planning, Quantity Surveying/Commercial and other project personnel.
  • Coordinate and manage project activities from engineering and procurement through fabrication, construction, testing, commissioning and final handover.
  • Manage day-to-day project operations and coordinate closely with clients, consultants, subcontractors, suppliers and internal departments to ensure smooth project execution.
  • Establish and maintain effective communication with clients and stakeholders, conduct regular project progress meetings and provide timely updates on project status, risks, issues and required actions.
  • Review and manage project schedules, milestones, manpower deployment, productivity and progress, and implement recovery measures where necessary to maintain the project schedule.
  • Monitor and control project costs, including manpower, materials, equipment, subcontractors and other project expenses, to achieve the approved project budget and targeted profitability.
  • Review project cash flow, progress claims, invoicing, collections and outstanding receivables in coordination with the Commercial and Finance teams.
  • Manage the procurement and delivery of major materials, equipment and services to ensure that project requirements and construction schedules are met.
  • Manage subcontractors and suppliers, including scope definition, performance monitoring, progress evaluation and resolution of commercial and technical issues.
  • Review and manage contractual requirements, including variations, change orders, claims, extensions of time, back-charges, liquidated damages, warranties and final accounts.
  • Identify potential variations and commercial opportunities during project execution and ensure that appropriate documentation and contractual notifications are submitted in a timely manner.
  • Review project risks and establish appropriate mitigation measures for technical, commercial, schedule, procurement, construction and HSE risks.
  • Ensure that all project activities comply with applicable statutory requirements, client requirements, approved procedures, specifications, drawings, method statements and HSE requirements.
  • Ensure implementation of project quality requirements and review QA/QC documentation, inspection and testing requirements, NCRs and corrective actions.
  • Monitor construction progress and resolve technical, construction and interface issues in coordination with the engineering and site teams.
  • Ensure proper project documentation, including progress reports, inspection records, testing and commissioning records, as-built drawings, operation and maintenance documentation and final handover dossiers.
  • Lead project completion, testing, commissioning, punch-list close-out, handover and final account activities.
  • Conduct regular internal and client project reviews and report key project performance, risks, financial status and corrective actions to senior management.
  • Maintain and strengthen long-term relationships with clients and identify potential follow-on projects, variation opportunities and new business opportunities arising from ongoing projects.
  • Represent the company professionally in dealings with clients, consultants, authorities, subcontractors and other project stakeholders.
  • Perform other duties and responsibilities as assigned by senior management.
  • Depending on the size of project, manage multiple projects simultaneously.
  • Able to travel and deploy to any area upon job request.


Requirement:

  • Degree in Mechanical Engineering, Civil Engineering or another relevant Engineering discipline.
  • Minimum 10 years of relevant experience, with substantial experience in project management / project execution within the oil & gas, petrochemical, chemical, process plant, industrial or energy sectors.
  • Proven experience in the construction of storage tanks, tank farms/tankage and piping is required.
  • Experience in EPC, plant construction, plant modification, fabrication, maintenance or brown field projects is highly preferred.
  • Candidates with experience managing projects involving API 650 tanks, piping, mechanical equipment, structural works and associated civil/E&I works will have an advantage.
  • Proven track record of managing projects from engineering and procurement through construction, testing, commissioning and handover.
  • Strong knowledge of project planning, scheduling, cost control, resource planning and project execution.
  • Strong understanding of contract administration, variation orders, claims, extension of time (EOT), liquidated damages, back-charges and final accounts.
  • Experience managing subcontractors, suppliers and project manpower.
  • Strong commercial awareness with the ability to monitor project profitability, cash flow, progress claims and cost performance.
  • Proficient in Microsoft Office, particularly Excel, Word and PowerPoint. Knowledge of Primavera P6 and/or Microsoft Project is preferred.
  • Strong leadership, communication, negotiation and problem-solving skills.
  • Able to lead multidisciplinary project teams and work effectively with clients, consultants, subcontractors and suppliers.
  • Able to work independently and make timely decisions under demanding project conditions.
  • Willing to work 5.5 days per week and be based at project sites as required.
