Key Skills:
· Able to understand cyber security design intent, examine assumptions, identify omissions and ask precise, evidence-based questions.
· Enterprise cybersecurity capabilities in areas such as cloud security,
network security, endpoint security, identity and access management, privileged access management, data security, infrastructure security, vulnerability management, security monitoring, application security or database activity monitoring.
· Working knowledge of SDLC, Agile and hybrid delivery methodologies, proficient in Microsoft Project, Jira, Confluence, SharePoint and standard Microsoft Office applications.
Responsibilities:
1. Solution Formulation and Technical Due Diligence
· Lead discovery and solutioning workshops with Security Architecture, Security Engineering, infrastructure, application, operations, risk, procurement and vendor teams.
· Translate business and security objectives into clear functional, technical, operational, integration, resilience and non-functional requirements.
· Understand and critically review proposed solution architectures, high-level and detailed designs, data flows, interfaces, deployment models, security controls, operational dependencies and support arrangements.
· Constructively challenge design assumptions, vendor recommendations, scope boundaries and implementation approaches to ensure alternatives, trade-offs, constraints and residual risks are adequately considered and documented.
· Ensure solution proposals address scalability, availability, resilience, security, integration, performance, supportability, maintainability, logging, monitoring, access control, data protection and regulatory requirements, where applicable.
· Drive technical decisions to closure by securing clear rationale, accountable owners, supporting evidence and required architecture or security endorsements.
· Identify opportunities to reuse or extend existing Bank capabilities before introducing new technology, and highlight potential duplication, integration complexity or technology concentration risks.
· Plan and govern feasibility studies, proof-of-concept activities and technical evaluations, with measurable success criteria and documented recommendations.
2. Project Formulation, Budgeting and Procurement
· Facilitate workshops to gather, analyse, harmonise and document stakeholder requirements.
· Develop and maintain project scope, delivery approach, assumptions, dependencies, resource requirements, implementation roadmap and Level 0 cost estimates.
· Prepare business requirements, RFI, RFP or RFQ specifications, evaluation criteria, scoring methodology, proof-of-concept requirements and vendor presentation expectations.
· Lead the end-to-end sourcing process with relevant procurement teams, ensuring adherence to the Bank’s sourcing standards, governance requirements and audit traceability.
· Coordinate technical, functional and commercial evaluations, clarify material differences between proposals, and prepare recommendations for the relevant approval forums.
· Support commercial negotiations and coordinate the finalisation of statements of work, deliverables, acceptance criteria, service levels, contractual obligations, financial terms and change-control provisions.
· Prepare submissions and supporting materials for project funding and governance approvals.
3. End-to-End Project Delivery
· Own project delivery from initiation through design, build, testing, deployment, operationalisation and closure.
· Establish and maintain integrated project plans covering technical delivery, infrastructure readiness, integration, data onboarding, testing, security assurance, change management, operational readiness and handover.
· Ensure project milestones, dependencies, decisions, risks, issues, actions and deliverables are actively managed and driven to closure.
· Anticipate delivery constraints and escalate material risks early, with clear impact assessments, mitigation actions, owners and target dates.
· Hold vendors and delivery teams accountable for the completeness, quality and timeliness of contracted deliverables.
· Ensure testing includes relevant functional, integration, performance, resilience, security, operational and user-acceptance considerations, with defects and exceptions formally tracked.
· Drive operational readiness, including procedures, support model, monitoring, service levels, training, knowledge transfer, access arrangements, business continuity and handover to steady-state operations.
· Plan and execute stakeholder engagement, communications and change-management activities required for successful adoption.
4. Governance, Financial Management and Reporting
· Apply the Bank’s project delivery methodology and relevant technology, architecture, security, procurement, risk and change-governance requirements.
· Prepare accurate, concise and decision-oriented materials for Project Steering Committees and other governance forums.
· Maintain high standards of quality, accuracy and consistency across project documents, logs, trackers, plans and reporting materials.
· Manage project financials, including approved budget, commitments, forecasts, planned versus actual expenditure and anticipated variances.
· Act as the central coordination point across business, security, technology, operations, vendors and control functions.
· Conduct process-assurance or peer reviews of other GIS projects when required, and recommend improvements to delivery practices.
Requirements:
· Degree in Computing, Information Systems, Engineering, Cybersecurity or a related discipline.
· At least 8 years of programme or project management experience within a technology delivery, cybersecurity, engineering or PMO environment.
· Demonstrated experience leading end-to-end implementation of cybersecurity solutions, including solution evaluation, design, build, testing, deployment and operationalisation.
· Sufficient technical depth to understand cybersecurity architecture and engineering designs, engage credibly with subject-matter experts, identify design gaps and challenge proposed approaches constructively.
· Experience managing complex RFI, RFP or RFQ processes from requirements definition through evaluation, negotiation, award and contract finalisation.
· Experience managing third-party vendors, systems integrators and professional-services engagements, including deliverables, milestones, acceptance criteria and commercial dependencies.
· Strong understanding of project governance, financial management, risk and issue management, change control and executive reporting.
· Working knowledge of SDLC, Agile and hybrid delivery methodologies.
· Proficiency in Microsoft Project, Jira, Confluence, SharePoint and standard Microsoft Office applications.
Preferred Cybersecurity Domain Experience
· Implementation of one or more enterprise cybersecurity capabilities in areas such as cloud security, network security, endpoint security, identity and access management, privileged access management, data security, infrastructure security, vulnerability management, security monitoring, application security or database activity monitoring.
· Experience integrating cybersecurity platforms with enterprise infrastructure, applications, identity services, ticketing systems, logging platforms, data sources or operational workflows.
· Exposure to architecture and security governance forums, technology risk assessments, solution assurance, security testing and operational-readiness reviews.
· Experience within a regulated financial institution or similarly complex enterprise environment.
