Project Manager Scrum Lead

Position Overview

WebFirst (a Redhawk Company) is seeking an experienced Project Manager / Scrum Lead to lead Agile delivery teams supporting federal digital services, web modernization, content management, and customer experience initiatives. This role combines traditional project management responsibilities with servant-leadership Scrum practices to ensure successful delivery of complex projects across multiple stakeholders, vendors, and development teams.

The ideal candidate is a strong communicator, facilitator, and problem solver who can manage project execution while fostering a collaborative, high-performing Agile / Kanban environment.

Key Responsibilities

Agile Leadership & Delivery

  • Serve as Scrum Lead for one or more cross-functional delivery teams.
  • Facilitate all Agile ceremonies, including:
  • Daily Standups
  • Backlog Refinement
  • Sprint Reviews/Demos
  • Retrospectives
  • Coach teams on Agile principles,Kanban,Scrum practices, and continuous improvement.
  • Remove impediments and proactively address delivery risks.
  • Track velocity, team capacity, and sprint commitments.

Project Management

  • Develop andmaintainproject plans, schedules, milestones, and deliverables.
  • Monitor project scope, budget, resource allocation, and timelines.
  • Identify, document, and mitigate risks and issues.
  • Prepare and deliver status reports to leadership and clients.
  • Coordinate dependencies across multiple projects and teams.
  • Support contract deliverables, reporting requirements, and project governance activities.

Client & Stakeholder Management

  • Serve as a primary point of contact for clients and stakeholders.
  • Facilitaterequirementsgathering and project planning sessions.
  • Translate businessobjectivesinto actionable work plans.
  • Manage stakeholder expectations and communication.
  • Build trusted relationships with client leadership and project teams.

Team Leadership

  • Foster collaboration among developers, UX/CX specialists, business analysts, content strategists, QA personnel, and client stakeholders.
  • Promote accountability, transparency, and team ownership.
  • Support resource planning and onboarding activities.
  • Mentor junior project managers and Scrum Masters as needed.

Tools & Process Management

  • Maintain project and sprint tracking within Jira or equivalent platforms.
  • Develop dashboards, reports, and metrics for leadership review.
  • Support process improvement initiatives and organizational Agile maturity efforts.
  • Coordinate release planning and production deployments with technical teams.

Required Qualifications

  • Bachelor's degree or equivalent experience.
  • 5+ years of project management experience leading software, digital, or web modernization projects.
  • 3+ years serving as Scrum Master, Scrum Lead, or Agile Project Manager.
  • Demonstrated experience managing cross-functional technical teams.
  • Strong understanding of Agile, Scrum, Kanban, and hybrid delivery methodologies.
  • Experience with Jira, Confluence, Microsoft Teams, and Microsoft Office Suite.
  • Exceptional written and verbal communication skills.
  • Strong facilitation, conflict resolution, and stakeholder management skills.
  • Ability to manage multiple priorities in a fast-paced environment.

Preferred Qualifications

  • Experience supporting Federal Government programs and contracts.
  • Experience with CMS platforms such as Drupal, WordPress, or Sitecore.
  • Experience supporting healthcare, public health, or human services agencies.
  • Familiarity withDevSecOps, CI/CD pipelines, cloud hosting, and modern software delivery practices.
  • PMP certification.
  • Certified Scrum Master (CSM), PSM,SAFeScrum Master, or equivalent Agile certification.
  • Experience managing distributed or remote teams.
  • Ability to obtain andmaintaina Public Trust or higher clearance.
