PROJECT MANAGER – SITE ESCORT PROGRAM (DOE FACILITY)

Position Summary

The Project Manager (PM) oversees all operational, administrative, and compliance functions of the Site Escort Program at a Department of Energy (DOE) facility. This role ensures that all escort personnel, supervisors, and support staff operate in accordance with DOE orders, site‑specific security requirements, and contractor performance standards. The PM serves as the primary interface between the contractor, DOE Security, Protective Force, and facility operations.

Key Responsibilities

Program Leadership & Oversight

  • Direct overall management of the Site Escort Program, including staffing, scheduling, performance, and compliance.
  • Maintain full accountability for escort workforce readiness, daily operations, and contract deliverables.
  • Ensure escort personnel adhere to DOE security protocols, access control requirements, and visitor management procedures.
  • Lead daily operational briefings, coordinate assignments, and resolve issues impacting escort coverage.

Security & Compliance

  • Ensure all escort activities comply with DOE Orders, NNSA directives, site security plans, and facility‑specific procedures.
  • Oversee adherence to badging, access authorization, prohibited items, and controlled‑area requirements.
  • Coordinate with Security, Protective Force, and Clearance Office regarding personnel access, incident reporting, and clearance status changes.
  • Maintain documentation required for audits, inspections, and performance evaluations.

Staffing & Workforce Management

  • Manage hiring, onboarding, and training of escorts, supervisors, and support staff.
  • Ensure personnel meet clearance requirements (Q or L) and maintain eligibility throughout employment.
  • Develop and maintain staffing plans to support fluctuating escort demand, outages, construction activities, and special projects.
  • Oversee timekeeping, attendance, performance reviews, and corrective actions.

Scheduling & Logistics

  • Create and manage escort schedules to ensure full coverage of all escorted activities, including classified areas, construction zones, radiological facilities, and restricted access locations.
  • Coordinate with facility operations, maintenance, construction, and subcontractors to forecast escort needs.
  • Ensure rapid response capability for emergent escort requests.

Communication & Coordination

  • Serve as the primary point of contact for DOE Security, Protective Force, Operations, and Contractor Management.
  • Provide daily, weekly, and monthly status reports, including staffing levels, escort hours, incidents, and performance metrics.
  • Attend site coordination meetings, outage planning sessions, and security briefings.

Training & Qualification

  • Ensure all escort personnel complete required site training, including General Employee Training (GET), security awareness, radiological worker training (if applicable), and facility‑specific escort qualifications.
  • Maintain training records and ensure personnel remain current on all required certifications.

Safety & Conduct

  • Enforce all site safety rules, including PPE requirements, radiological controls, and hazard awareness.
  • Ensure escorts understand and follow conduct expectations, including prohibited items, behavioral standards, and reporting requirements.
  • Investigate and document safety or security incidents involving escort personnel.

Program Administration

  • Maintain accurate records of escort hours, assignments, incidents, and personnel status.
  • Manage program budget elements related to staffing, training, and operational support.
  • Ensure compliance with contract terms, performance indicators, and reporting requirements.

Minimum Qualifications

  • Prior experience managing personnel in a DOE, NNSA, DOD, or other federal security‑controlled environment.
  • Experience supervising large teams in operational, security, or facility‑support roles.
  • Strong understanding of DOE Orders, access authorization requirements, and site security protocols.
  • Ability to obtain and maintain a DOE L or Q clearance (site‑specific requirement).
  • Excellent communication, scheduling, and organizational skills.
  • Experience with outage planning, construction coordination, or facility operations preferred.

Preferred Qualifications

  • Prior experience managing escort programs at DOE/NNSA facilities.
  • Experience with visitor control, access authorization, or protective force coordination.
  • Knowledge of radiological controls, nuclear facility operations, or classified work environments.
  • Experience with contractor performance reporting and federal compliance documentation.

Work Conditions

  • Work performed in secure DOE facilities, controlled areas, radiological zones, and construction environments.
  • Must adhere to all site safety, security, and conduct requirements.
  • May require extended hours, rotating shifts, or outage support depending on site operations.
