Project Manager (SPD-AF)

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Project Manager (SPD-AF) based in the United States.

This role supports the successful delivery of recurring maintenance and minor repair programs for U.S. government facilities.
You will oversee projects from planning and bidding through execution, billing, closeout, and client communication.
The position combines project management, contract administration, financial oversight, safety, quality, and team leadership.
You’ll coordinate internal teams, government stakeholders, subcontractors, and field personnel to keep work on schedule and within budget.
The role offers the opportunity to work on mission-critical infrastructure, including military fueling systems and related maintenance activities.
You’ll operate primarily remotely while traveling periodically to client and project sites, with teams based in Fresno, California.
Success requires strong organization, sound judgment, technical understanding, and the ability to manage changing priorities in a government-contract environment.

Accountabilities:

  • Lead assigned recurring maintenance and minor repair activities, ensuring projects meet contractual requirements, quality and safety standards, schedules, and budget objectives.
  • Support the Program Manager in planning, bidding, organizing, coordinating, monitoring, and administering task-order activities throughout the full project lifecycle.
  • Manage communication between government clients, stakeholders, subcontractors, and project teams, providing timely updates on schedules, requirements, risks, high-priority repairs, and emerging issues.
  • Oversee service-order development, including scopes of work, safety and quality plans, technical reviews, and compliance with applicable government engineering and safety guidance.
  • Monitor computerized maintenance management systems and coordinate with project coordinators, schedulers, service-order managers, maintenance managers, and other stakeholders to ensure effective execution.
  • Review project schedules and look-ahead plans, allocate resources appropriately, and proactively address schedule risks, staffing requirements, and project constraints.
  • Manage subcontractor relationships, including coordination of pricing, agreements, technical requirements, maintenance activities, and repair work associated with military fueling systems.
  • Monitor task-order budgets, funding levels, revenue, billing, and financial performance; anticipate shortfalls or overages and adjust work plans accordingly.
  • Maintain financial and project records, review invoices, expense reports, timesheets, and billing documentation, and coordinate with accounting on revenue and accrual-related matters.
  • Conduct or support project meetings, kickoff activities, site visits, quality reviews, safety audits, and customer meetings while identifying corrective actions and opportunities for improvement.
  • Build and maintain strong client relationships, understand customer expectations, support repeat business opportunities, and provide professional responses to contractual concerns and government notices.
  • Prepare proposals, presentations, reports, schedules, and other project documentation while maintaining high standards of accuracy and presentation quality.
  • Lead, mentor, and develop project team members, including supporting performance reviews, establishing objectives, and providing guidance to subordinate staff.
  • Maintain current knowledge of project requirements, technical responsibilities, contract obligations, and relevant training while promoting ethical, compliant, and professional business practices.
  • Requirements:

    • 7+ years of project management experience, or certification in a relevant technical, engineering, or equivalent field; experience in the Department of Defense or civilian fuels industry is strongly preferred.
    • Bachelor’s degree from a four-year college or university, or a combination of post-secondary education/military service and relevant professional experience; experience in a DoD/civilian fuels environment is preferred.
    • Experience supporting or administering contracts, particularly in areas such as quality oversight, financial accountability, technical review, and government requirements; GSA-related contract experience is a plus.
    • Working knowledge of government contract language, including Performance Work Statements (PWS) and firm-fixed-price contracts.
    • Strong proficiency with Microsoft Office, including Word, Excel, PowerPoint, databases, and Microsoft Project.
    • Ability and willingness to learn and use computerized project, maintenance, scheduling, and information-management platforms such as QuickBase, eMaint, MaintainX, Timberland, or comparable systems.
    • PMP certification is preferred.
    • Understanding of accrual accounting principles as they relate to project billing and revenue, with the ability to work effectively with accounting teams.
    • Strong analytical and problem-solving abilities, including comfort working with percentages, ratios, proportions, budgets, schedules, and other quantitative information.
    • Excellent written and verbal communication skills, with the ability to communicate effectively with government representatives, clients, subcontractors, internal teams, and senior stakeholders.
    • Demonstrated ability to work independently, remain organized, meet deadlines, and maintain effectiveness in dynamic and changing environments.
    • Strong interpersonal, conflict-resolution, supervisory, and leadership skills, including the ability to mentor employees, establish goals, provide feedback, and support performance management.
    • Ability to interpret technical and contractual requirements and translate them into actionable project plans and execution strategies.
    • Must be proficient in English and authorized to work in the United States or authorized to work by the anticipated start date.
    • Must successfully complete required pre-employment screening, including federal background checks, motor vehicle record checks, and drug screening.
    • Must be able to obtain and maintain a Common Access Card (CAC); access to certain federal installations may also require security badges or basic security clearances.
    • Must maintain a valid driver's license, proof of insurance, and reliable transportation for occasional meetings, site visits, and other required travel.
    • Ability to perform the physical functions associated with the position, including prolonged computer work as well as occasional standing, walking, lifting up to 25 pounds, and field activities.
    • Willingness to work occasionally at construction, client, outdoor, electrical, and fueling facility environments while using required personal protective equipment.
    • Benefits:

      • Annual salary: $95,000–$105,000, with final compensation determined based on experience, education, skills, geographic location, and internal equity.
      • Primarily remote work arrangement, with teams based in Fresno, California.
      • Up to 20% domestic travel to client locations, project sites, meetings, and other required events.
