Project Manager - System Maintenance (Public Sector)

As a Project Manager, you will independently manage and drive projects from end to end. You will handle ambiguous projects with minimal guidance, align project delivery with organisational goals, and apply appropriate project management methods.
The role requires strong stakeholder management, procurement and change management capabilities. You will also build effective team relationships and support cross-functional collaboration.
Your primary responsibility will be managing system maintenance projects.
System Maintenance and Operations
- Plan and develop strategies for system maintenance, including new contracts, renewals and technology refreshes, to meet business objectives.
- Conduct periodic reviews to ensure maintenance strategies remain relevant and aligned with evolving organisational priorities.
- Formulate maintenance contracts with clear and enforceable terms that protect the organisation's interests, including service-level agreements, penalties and exit clauses.
- Evaluate and select suitable service providers using structured methods such as tender evaluations, proof-of-concept exercises and market benchmarking to ensure value for money and fit-for-purpose outcomes.
- Oversee the day-to-day operation of systems to meet uptime and availability objectives.
- Proactively identify operational gaps and drive continuous improvement initiatives.
- Manage service-provider quality and performance to ensure services are delivered according to agreed service levels and requirements. This includes system maintenance, enhancements, problem resolution and improvements.
- Conduct regular performance reviews and escalate issues when necessary.
- Manage relationships with service providers to ensure maintenance contracts are successfully executed, while maintaining both collaboration and accountability.
- Support Business Continuity Planning and Disaster Recovery exercises where applicable.
- Ensure systems and processes are tested regularly and that recovery procedures are properly documented and actionable.
- Monitor key performance indicators relating to system health, maintenance effectiveness and service delivery.
- Identify issues early and work with the relevant parties to resolve them promptly.
- Develop a working knowledge of existing government applications, internal tools, and Continuous Integration and Continuous Delivery pipelines and processes.
- Support daily operations, coordinate with technical teams and perform hands-on configuration tasks where required.
Project and Financial Management
- Manage project costs, including change requests and service requests, to ensure projects deliver their intended benefits within budget.
- Maintain accurate financial records and provide timely cost forecasts to relevant stakeholders.
- Identify and manage project risks promptly to minimise their impact.
- Maintain an up-to-date risk register and proactively highlight emerging risks to leadership before they escalate.
- Manage project teams and ensure the effective use of available resources.
- Provide clear direction, foster a positive team culture and identify professional development opportunities for team members.
- Manage project communications to ensure project information is effectively collected and shared with stakeholders.
- Tailor the style and frequency of communications to different audiences, including technical teams, business owners and senior management.
Administrative and Documentation Responsibilities
- Handle daily administrative tasks to support smooth project and operational workflows.
- Schedule meetings, track action items, maintain project documentation and manage correspondence with internal and external stakeholders.
- Prepare and maintain accurate records of contracts, service agreements, invoices and procurement documents.
- Ensure proper filing and version control in accordance with organisational policies.
- Write and review documents such as management papers, business cases, proposals, briefing notes and approval submissions.
- Present information clearly and concisely for the intended audience.
- Coordinate and consolidate input from stakeholders to prepare regular project status reports, operational updates and post-review reports for management.
- Prepare meeting materials such as agendas, presentation decks and minutes.
- Follow up on action items to ensure they are completed on time.
- Ensure all documentation and administrative processes comply with organisational governance requirements and record-keeping standards.
Requirements
- Degree in Computer Science, Information Technology or a related discipline.
- Minimum 3 years of relevant experience in IT project management, system maintenance or technology operations.
- Prior experience working in or supporting Singapore government agencies.
- Experience managing system maintenance contracts, service providers, SLAs and operational performance.
- Knowledge of government procurement processes, contract management and tender evaluation.
- Strong stakeholder, project financial, risk and change management skills.
