Job Summary

Lead systems analysis and design to deliver integrated IT solutions, collaborating with business units and managing full project lifecycles to ensure high-quality, scalable, and secure systems aligned with organizational goals.

Responsibilities

  • Lead end-to-end systems analysis and design, including gathering requirements, modeling processes, and architecting solutions for new and existing systems
  • Collaborate with business units to translate operational needs into detailed functional and technical specifications
  • Oversee system integration to ensure seamless interoperability with internal systems and external government platforms such as Singpass, Corppass, and GovTech services
  • Manage and coordinate user acceptance testing (UAT) to verify solutions meet business requirements and quality standards
  • Provide technical guidance and mentorship to project team members to enhance team capabilities and project outcomes
  • Monitor system performance, identify improvement opportunities, and implement initiatives to enhance reliability, security, and scalability
  • Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans
  • Manage relationships with external vendors and system integrators to ensure timely, on-budget, and within-scope delivery of project components
  • Stay updated on emerging technologies and industry best practices to proactively apply relevant innovations within HDB’s context

Required competencies and certifications

  • At least five years of experience in systems analysis, IT project delivery, or related fields within large enterprises or public sector environments
  • Proven ability to manage full project lifecycles from requirements gathering through deployment and post-implementation support
  • Hands-on experience developing applications using Java, JavaScript, React, SQL, and web/object-oriented programming frameworks
  • Solid understanding of SDLC methodologies including waterfall, agile, or hybrid approaches
  • Degree in Computer Science, Information Technology, Information Systems, or related discipline from a recognized university
  • Strong interpersonal and communication skills to effectively engage stakeholders and team members

Preferred competencies and qualifications

  • Prior experience working with government digital services or familiarity with Singapore’s whole-of-government IT frameworks
  • Possession of relevant professional certifications demonstrating technical competency
  • Demonstrated initiative, teamwork, willingness to learn, and a positive attitude that motivates colleagues
  • Candidates with strong delivery records and technical skills in required programming languages may be considered even without a related academic background
