About the Philippines Country Program
Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.
RI Philippines implements programs in the Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, nutrition, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.
3. Job Profile
The Health Coordinator will lead the field implementation, coordination, and monitoring of health service delivery activities under the DG ECHO-funded humanitarian health project in BARMM. The position is responsible for ensuring that health interventions are delivered effectively and efficiently, in accordance with approved technical protocols, humanitarian standards, and project targets.
Working under the technical guidance of the Medical Coordinator, the Health Coordinator will coordinate with Rural Health Units (RHUs), Ministry of Health-BARMM, local government units, health facilities, community health workers, and implementing partners to facilitate health service delivery, disease surveillance, outbreak response, referral systems, and emergency preparedness activities.
The position serves as the primary operational focal point for field-level health implementation and supports the monitoring of project performance, quality assurance, and health system strengthening initiatives.
4. Key Responsibilities
Health Service Delivery and Field Operations
- Coordinate and support the implementation of all health service delivery activities in target municipalities and barangays.
- Support the organization and deployment of mobile health teams, outreach services, referral activities, and community-based health interventions.
- Ensure health activities are implemented according to approved protocols, clinical standards, and project implementation plans.
- Coordinate with RHUs, health facilities, and local health authorities to facilitate access to essential health services for vulnerable populations.
- Support implementation of routine immunization outreach, maternal and child health services, disease prevention activities, and outbreak response interventions.
- Monitor functionality of referral pathways and facilitate referrals of vulnerable cases to appropriate health facilities and service providers.
- Ensure adequate coordination of medicines, medical supplies, and health commodities required for field activities.
Disease Surveillance and Emergency Response
- Support implementation of community-based surveillance (CBS), event-based surveillance (EBS), and disease reporting mechanisms.
- Assist in verification, reporting, and follow-up of public health alerts and disease outbreaks.
- Participate in rapid health assessments, outbreak investigations, and emergency response operations.
- Support preparedness activities including contingency planning, simulation exercises, emergency stock monitoring, and readiness assessments.
Health Systems and Capacity Strengthening
- Provide supportive supervision and mentoring to community health workers, barangay health workers, and frontline health personnel.
- Support capacity strengthening activities related to surveillance, outbreak preparedness, referral systems, and emergency health response.
- Facilitate coordination meetings with health authorities and health service providers to strengthen local response mechanisms.
- Support efforts to improve service quality, accessibility, and continuity of care within project-supported areas.
Monitoring, Reporting, and Quality Assurance
- Conduct routine field monitoring visits to assess implementation quality and adherence to technical standards.
- Collect, validate, and submit health service delivery data, surveillance information, and project performance reports.
- Maintain accurate records of health activities, beneficiary data, referrals, and service utilization.
- Support the Medical Coordinator in tracking project indicators, identifying implementation gaps, and developing corrective actions.
- Contribute to situation reports, donor reports, lessons learned, and project documentation.
Coordination and Representation
- Maintain regular coordination with MOH-BARMM, SGAHFO, RHUs, health facilities, LGUs, and implementing partners.
- Represent Relief International in local-level health coordination meetings as delegated.
- Support coordination with humanitarian actors and health partners during emergency response

5. Person Specification
Essential criteria
- Bachelor’s degree in Nursing and a valid Professional Regulation Commission (PRC) license as a Registered Nurse.
- Minimum of 4-6 years of experience in humanitarian, health, emergency response, or community-based programming.
- Experience working in BARMM or conflict-affected settings is highly desirable.
- Familiarity with humanitarian principles, public health programming, and community engagement approaches.
- Experience coordinating with LGUs, RHUs, community volunteers, and local stakeholders.
- Strong organizational, coordination, and communication skills.
- Experience in activity documentation, monitoring, and report writing.
- Ability to travel frequently to field locations and work in challenging environments.
Desirable criteria
- Ability to contribute to program management, learning, and evidence generation related to health and nutrition and emergency response programming.
- Experience in Health and Nutrition in Emergency, Anticipatory Action, Emergency Response Programming, and DRR programs.
- Experience working with consortium projects and multiple partners.
- Experience in rapid need assessment and in using related tools.
- Knowledge of GEDSI, safeguarding, and protection principles.
