Role overview
The Project Safety Officer is responsible for providing comprehensive health, safety, and environment (HSE) support across all phases of major projects, including definition, detailed design, and execution. This role ensures full compliance with corporate HSE policies, regulations, and internationally recognized safety standards, with a strong focus on contractor oversight and site safety performance.
Key responsibilities
Health, safety & environment stewardship
Provide full accountability for delivering professional HSE technical services throughout project lifecycle phases.
Ensure contractor and project personnel compliance with established HSE policies, procedures, regulations, and legal requirements.
Oversee HSE aspects related to:
- Active and passive fire protection systems
- Fire and life safety systems
- Fire risk assessments and safety studies/reviews
- Emergency response programs and emergency communication systems
- Security systems and special protection systems
Site safety & risk management
Conduct daily site inspections to verify that construction activities comply with:
- Approved Job Safety Analyses (JSA)
- Risk assessments
- Method statements
- Permit to work systems
Identify potential hazards and proactively implement risk reduction and mitigation measures throughout all construction phases.
Maintain and support the Project HSE Risk Register, ensuring risks are properly recorded, monitored, and closed out.
Contractor & documentation management
Review and assess contractor HSE documentation, including:
- Project HSE plans
- HSE procedures
- Safety certifications and related compliance documents
Participate in evaluating contractor HSE personnel qualifications, including:
- CV screening
- Competency assessments
- Interviews prior to site mobilization
Highlight and escalate any HSE non-compliance or performance gaps to the immediate supervisor.
Regulatory & corporate compliance
Monitor compliance with:
- Laws and regulations of the State of Qatar
- Regulatory authority requirements
- Qatar-ratified international HSE conventions and protocols
- Corporate and directorate HSE standards
Incident management & continuous improvement
Participate in incident investigations and reporting activities.
Ensure corrective and preventive actions are implemented and closed in line with corporate incident management procedures.
Support senior HSE leadership in implementing project HSE objectives, initiatives, procedures, and performance monitoring frameworks.
Audits, training & engagement
Conduct regular site safety audits involving all relevant stakeholders.
Track corrective action implementation and verify closure.
Lead site safety meetings and deliver HSE awareness sessions for project personnel and contractors.
Qualifications
Higher certificate (HNC) or equivalent qualification in an engineering discipline.
Associate membership with a recognized safety institution is required.
Experience & skills
- Minimum 12 years of experience in operational safety, preferably within the oil, gas & petrochemical sector.
- Strong experience supporting infrastructure and construction projects.
- Sound knowledge of international and local HSE regulations, standards, practices, and procedures.
- Proven experience conducting safety inspections, audits, risk assessments, and incident investigations.
- Previous experience working in the Arabian Gulf is highly desirable.
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Access) and other relevant safety management software.
- Strong communication, coordination, and stakeholder management skills.
