Property Disposal Specialist (Marketing)

As a Property Disposal Specialist (Marketing), you will have the responsibility for Personal Property Management programs, including the utilization, donation and marketing/sale of government personal property. Location of position: General Services Administration, Federal Acquisition Service, Office of Shared Services Delivery, Location Negotiable After Selection We are currently filling one vacancy, but additional vacancies may be filled as needed.

The Personal Property Management Service Center is also responsible for performing a variety of personal property disposal functions. They serve as an excellent alternative for federal agencies facing property disposal dilemmas. The branch acts as a repository for deliveries of unneeded property from federal agencies that are looking for green disposal solutions. You will be responsible for the following duties, including but not limited to: Plans and prepares sales of surplus personal property; determining marketability of property, target markets, types of sale, conditions related to the preparation of invitations for bid, and advertising methods. Analyzes sales program income and expense reports to ensure that information reflects accurate financial data. Tracks and analyzes income and expenses by sale and alerts program management when it appears that costs are not being recovered. Makes recommendations to ensure continued financial viability of the sales program. Prepares reports for the supervisor or Lead Property Disposal Specialist on sales program income on a regular basis. Identifies any financial discrepancies (i.e., incorrectly credited income, misdirected proceeds) and works with the centralized finance program office and/or finance personnel to diagnose problems and develop appropriate solutions. Suggests changes to procedures and practices to the supervisor/lead to prevent recurrences of financial discrepancies. Analyzes new or revised guidelines such as policies or legislation affecting property disposal activities. Assesses impact of changes and prepares findings for the supervisor, lead, or other responsible official. Provides administrative support including preparing invitations for bid, notices of award, and purchaser's receipts, bid abstracts, default letters, and other documentation required for sales. Ensures records and actions are documented in the automated sales system.

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­-Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level).
