Proposal and Capture Manager

Summary

Propose and capture government service contracts including the writing, production, and management of required submissions in response to federal and commercial Requests for Proposals (RFP), RFIs, Sources Sought notices, and capabilities briefings.

Essential Duties & Responsibilities

  • Responsible for the development of the assigned government proposal(s) in accordance with the RFPs and corporate requirements.
  • Interprets complex client requirements and interacts closely with the client and subordinates to prepare project proposals, presentations, plans, and procedures.
  • Coach and mentor other employees on the development of quality proposals, plans, and presentations.
  • Maintains close working relationships with Division Directors and Business Development personnel.
  • Works with the proposal development team, VP of Operations, and Division Directors to articulate win strategies.
  • Reports in writing and orally to higher management; communicates directly with clients and/or other contractor personnel, and effectively allocates resources.
  • Writes detailed technical proposals and formulates pricing for potential projects.
  • Assesses and communicates project risks/challenges.
  • Ensures that the company’s bid submissions are error-free, compliant with customer and regulatory requirements, and meet the company’s high standards for quality.
  • Analyzes RFP and builds compliance matrices.
  • Creates storyboards, sectional outlines, and writing templates.
  • Runs capture and proposal meetings.
  • Collects technical data, processes, and organizational approaches.
  • Researches and independently forms solutions to operational requirements.
  • Writes bid content (either alone or in conjunction with team members), including executive summaries, organization credentials, cost narratives, technical sections, past performance volumes, etc.
  • Edits text to ensure each bid is error-free, uniform in tone and style, and adheres to company and client requirements.
  • Works with graphics specialist to create document visuals.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

Supervisory Responsibilities

Lead other employees in the development of proposals and capture plans for all divisions and provide project direction in accordance with division directives.

Requirements

Minimum Qualifications

  • Bachelor’s degree in business or relevant technical discipline or commensurate experience.
  • Minimum of Five (5) years of proposal management and capture management experience.
  • Minimum of Five (5) years of government project management experience.
  • Experience capturing contracts for a variety of different industries and government customers.
  • Must have a firm understanding of government service contracts and how to win and administer them.
  • Must obtain and maintain any necessary security access and/or background checks.

  • Strong writing skills in the development of technical and management approaches.
  • Ability to develop comprehensive plans, procedures, and work instructions.
  • Ability to compose text that is clear, concise, error-free, and on-message without outside supervision and/or review.
  • Ability to think creatively and analytically to create high-quality content from a blank sheet of paper
  • Ability to engage in research to form solutions and solve problems.
  • Advanced skills in Microsoft Word, Excel, and Adobe Acrobat a must, including the ability to create complex tables, manipulate headers and footers, use Microsoft Word Styles for sectional headings, generate the table of contents, and produce written products that are visually pleasing and professional.
  • Detail-oriented with the ability to multi-task across multiple projects.
  • Excellent communication and interpersonal skills.
  • Ability to work with minimal oversight and to prioritize daily workflow based on business priorities and deadlines.
  • Ability to compose text that is clear, concise, error-free, and on-message.

Work Schedule

Full-time. May be required to work additional hours as needed to complete assignments or projects.

Travel

The expected travel time is less than 25%.

Driving Requirements

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.

Work Environment

Work is expected to be remote; however, the company reserves the right to require onsite work.

Physical Demands

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and occasional walking or standing; occasional lifting of up to 30 pounds; frequent use of computers, including keyboard typing and staring at a computer monitor for extended periods of time.
