As a Public Safety Supervisor, you will be assigned to the Public Safety Division and report directly to the Public Safety Manager. H.A.R.D.'s Public Safety Division is comprised of a customer service driven team of Park Rangers with great working relationships, that help to ensure the safety and security of all district employees, properties, and visitors to our many parks, trails, and facilities.

As a Public Safety Supervisor, you will be a critical ambassador of H.A.R.D. We are seeking an individual who is passionate about the mission and values of our organization and want to continue to build our connection with our community. The main responsibilities for this role will be 1) to supervise, coordinate and manage the patrol of District parks, trails, facilities, and other areas, 2) to educate guests and enforce safety rules and regulations, and 3) promote emergency and disaster preparedness for the District.

The ideal candidate for this position will have extensive background and experience in Public Safety or Security. Previous experience as a manager or supervisor is highly desireable. Candidates with relevant experience in lieu of a higher education degree will also be considered for this role. Availability to work weekdays, weekends, holidays, and irregular hours is imperative for this role. You will have the opportunity to work at multiple locations. DEFINITION

Under the general supervision and direction of the Public Safety Manager (PSM), the Public Safety Supervisor (PSS) will support the Public Safety Division by performing a wide range of administrative and operational duties including but not limited to scheduling, assigning, and reviewing the work of the Park Rangers, and enforcement of District regulations and applicable laws. The Public Safety Supervisor will be expected to be familiar with and uphold the concepts of community-based policing, familiarization between law enforcement and community residents, and collaborative problem solving.

DISTINGUISHING FEATURES

Under direction, the PSS develops, implements, monitors, evaluates, and supervises the operations of the Park Ranger programs, fleet, and facilities. Areas of responsibility include leading public education programs, overseeing site safety for district facilities, evaluating training curricula, and managing District alarm programs and procedures. The PSS trains, evaluates, and supervises staff; manages community-based programs and activities; and performs related work as required. This position will require the employee to work nights, holidays, and weekends to meet the needs of the Public Safety Division.

ESSENTIAL FUNCTIONS

Note: The following list of duties are those usually performed by most employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the Classification.

Supervision: This is an advanced supervisory level position, which is distinguished from the Park Ranger in that, in addition to the essential functions of a Park Ranger, the Public Safety Supervisor performs work of a higher skill including:

  • Supervise, train, schedule, evaluate and direct the activities of all Park Rangers.
  • Make presentations to boards, staff, service groups, classes, etc.
  • Assists in the development of the District’s Emergency Preparedness Plans.
  • Assists the PSM with assessing risk and any Cal OSHA requirements.
  • Preform as an Incident Commander in an emergency or part of an Emergency Operation Center during a disaster.

EXAMPLE OF DUTIES

  • Supervises and patrols District property and facilities by vehicle, bicycle, or foot to ensure safe and proper use.
  • Reports and investigates suspicious criminal activity or hazardous conditions and discourages crime by maintaining a highly visible presence.
  • Applies the park rules and regulations of the Hayward Area Recreation and Park District via verbal warnings, written Notice to Appear citations and parking citations.
  • Testifies in court and assists in the training of Park Rangers to also testify.
  • Interprets and explains District and Division policies, rules, and regulations in response to inquiries; refers inquiries as appropriate.
  • Evaluates employee performance, counsel employees, and effectively disciplines when necessary.
  • Organizes, implements, and directs assigned patrol and enforcement activities.
  • Performs administrative tasks, such as ordering and purchasing supplies, monitoring and enforcing contracts, and completing fixed asset inventories.
  • Assists in the administration and development of the division budget; prepares budget reports and recommends expenditure requests for designated accounts.
  • Researches, compiles, and analyzes data for special projects and various reports.
  • Prepares correspondence, staff reports, presentations and other written materials for management and the Board.
  • Assists with the development and implementation of short and long-range strategies, goals, objectives, policies and priorities while monitoring progress.
  • Communicates utilizing multi-frequency radio; obtains and transmits information in the field to other staff, dispatchers, and agencies.
  • Performs related work and tasks as required.
  • Other Duties as assigned.
