Public Utilities Specialist (Rates)
This position is located in the Power Rates (PSR) organization of Northwest Requirements Marketing (PS), Power Services (P), Bonneville Power Administration (BPA). The purpose of this position is to plan, coordinate, calculate, and performing critical work required to complete BPA's Cost of Service Analysis (COSA), Rate Design, and Resource Stack.

As a Public Utilities Specialist (Rates), you will: Serve as a technical expert responsible for conceptualizing, planning, coordinating, managing, calculating, executing, and reporting the critical work performed by the technical and analytical teams that support and determine BPA's Cost of Service and related rate directives, as encompassed in BPA's formal hearing process. Participate and lead teams within Power Services, as well as cross-BPA teams, that develop, evaluate, and recommend Cost of Service rate policies, including the 7(b) 2 Rate Test Study pursuant to section 7(b) of the Northwest Power Act, industrial margin studies pursuant to section 7(c) of the Northwest Power Act, allocation of costs pursuant to section 7(f) and 7(g) of the Northwest Power Act to BPA and non-BPA executive level management. Provide technical expertise to cross-BPA teams that perform product and rate design, revenue requirement studies, load and resource forecasts, electric and natural gas price forecasts, residential exchange average system cost determinations pursuant to section 5(c) of the Northwest Power Act, risk mitigation strategies and rate provisions, transfer services, and transmission rate development. Communicate technical or policy issues or concerns with executive level decision-makers, legal, financial and other internal parts of BPA. Serve as an expert witness on rate case panels for clarification and cross-examination of testimony and studies. Lead, coordinate, and participcate on teams to prepare studies, reports, presentations, memoranda, briefing papers, and other written materials for internal policymaking use or for outside publication, including rate case documents, rate analyses, or other rate studies.
