Overview
A major energy operator is seeking an experienced Instrument QA/QC Engineer to support quality assurance and control activities across large-scale oil and gas projects. The role focuses on instrumentation, control systems, telecoms, and associated electrical systems across construction, testing, and commissioning phases.
Key responsibilities
Support contractors in preparing and submitting QA/QC documentation including ITPs, QCPs, test procedures, and material approval requests
Review and approve QA/QC, engineering, and procurement-related documentation
Ensure implementation of project QA/QC requirements across site and vendor/subcontractor activities
Conduct surveillance and inspections of instrumentation and control system installation and testing
Participate in pre-activity review meetings, quality walkdowns, and QA/QC weekly meetings
Identify non-conformances and ensure corrective and preventive actions are implemented
Initiate and manage NCRs, including root cause analysis and close-out tracking
Monitor inspection records, material certificates, and traceability systems
Verify implementation of preservation management systems
Ensure calibration and management of inspection, measuring, and test equipment registers
Monitor contractor quality systems, KPIs, and performance metrics
Conduct audits and compliance checks across contractors, vendors, and subcontractors
Support quality surveillance programmes and completion management systems
Ensure compliance with QatarEnergy Quality Management System requirements
Support resolution of technical QA/QC issues across instrumentation and control disciplines
Requirements
Bachelor’s degree in Instrumentation, Electrical, or Controls Engineering
Minimum 15 years of experience in oil and gas construction projects (greenfield and brownfield)
Experience in power plants, solar plants, or similar infrastructure projects is an advantage
Strong experience in instrumentation, control systems, telecoms, and F&G systems
Hands-on experience with systems such as DCS, ESD, FGS, SCADA, PMS, CCTV, HVAC, metering, and analyzers
Experience in loop checking, calibration, commissioning, and testing activities
IRCA Certified QMS Lead Auditor (mandatory)
IECEx CoPC or CompEx certification (or equivalent) desirable
Strong knowledge of international standards (IEC, IEEE, ISO, BS, UL, IOGP, Shell DEP, etc.)
Experience managing QA/QC teams and inspection personnel
Strong ability to manage multidisciplinary, multicultural project environments
Experience with quality surveillance, CMS, ITRs, and technical integrity systems
