QA/QC Manager
Summary
Leads all QA/QC activities for a large-scale hospital construction project in Singapore, establishing the Quality Management System, producing Quality Plans, ITPs and method statements, and running inspections, audits, NCR closure and handover documentation. The role is grounded in construction quality standards (Singapore Standards, CONQUAS, ISO 9001) rather than software engineering.
Job Responsibilities
- Lead and manage the overall Quality Assurance and Quality Control (QA/QC) activities for a large-scale hospital construction project.
- Establish, implement and maintain the project Quality Management System in accordance with contract requirements, approved specifications and applicable Singapore standards.
- Develop and monitor project Quality Plans, Inspection and Test Plans (ITPs), Method Statements and quality procedures.
- Ensure construction works are carried out in accordance with approved drawings, specifications, method statements and quality requirements.
- Coordinate inspection and testing activities with consultants, client representatives, subcontractors and relevant authorities.
- Review and approve inspection requests, material submissions, test reports and quality-related documentation.
- Monitor the quality performance of subcontractors and suppliers and ensure compliance with project requirements.
- Conduct regular site inspections and quality audits to identify non-conformities, workmanship issues and potential quality risks.
- Manage Non-Conformance Reports (NCRs), Corrective Action Requests (CARs) and preventive actions, ensuring timely closure.
- Monitor material quality, testing and certification to ensure that approved materials are used on site.
- Coordinate concrete, structural, architectural, M&E and other relevant inspection and testing activities.
- Review laboratory test results, inspection records and quality documentation for compliance with project specifications.
- Coordinate with the design and construction teams to resolve technical and quality-related issues.
- Liaise with consultants, clients and subcontractors on quality matters and attend quality coordination meetings.
- Conduct quality toolbox meetings, briefings and training for site personnel and subcontractors.
- Monitor quality trends, identify recurring defects and implement improvement measures.
- Ensure proper maintenance and control of QA/QC records, inspection reports, test certificates, material approvals and other quality documentation.
- Prepare and submit periodic quality reports, quality statistics and performance reports to project management.
- Conduct internal quality audits and support external audits by clients, consultants and relevant certification bodies.
- Monitor compliance with applicable Singapore Standards, Building Control requirements and other relevant statutory and project requirements.
- Support project completion, testing, commissioning, defects rectification and handover activities.
- Lead the preparation and compilation of quality documentation required for project handover and final records.
- Provide guidance and technical support to QA/QC engineers, inspectors and site personnel.
Job Requirements
- Degree or Diploma in Civil Engineering, Construction Management, Quality Management or a related discipline.
- Minimum 8 years of relevant QA/QC experience in the construction industry.
- Proven experience managing QA/QC activities for large-scale building projects.
- Experience in hospital, healthcare, institutional or other complex building projects will be an advantage.
- Strong knowledge of construction quality management systems, inspection procedures and testing requirements.
- Good knowledge of Singapore Standards, relevant codes of practice and construction quality requirements.
- Experience in preparing and implementing Quality Plans, ITPs, Method Statements and inspection procedures.
- Strong experience in managing NCRs, corrective actions, quality audits and defect rectification.
- Familiarity with concrete, structural, architectural and M&E quality inspection and testing requirements.
- Experience working with main contractors, consultants, subcontractors and suppliers.
- Good knowledge of ISO 9001 Quality Management System will be an advantage.
- Relevant quality certifications such as CONQUAS/CORENET-related knowledge, ISO 9001 Lead Auditor or equivalent will be an advantage.
- Strong leadership, communication, analytical and problem-solving skills.
- Able to work independently and manage quality matters under tight project deadlines.
