QA/QC Manager – Power Plant / Waste-to-Energy

Job Description

We are seeking an experienced QA/QC Manager to support the construction and commissioning of a major Waste-to-Energy / Power Plant project in Singapore.

The successful candidate will be responsible for managing project quality activities across engineering, construction, inspection, testing and commissioning. You will work closely with project management, engineering, construction teams, subcontractors and vendors to ensure works are completed in accordance with project specifications, approved procedures, applicable codes and quality requirements.

Key Responsibilities

• Lead and manage the project QA/QC function, ensuring quality requirements are implemented across construction, installation, testing and commissioning activities.
• Develop, review and implement Project Quality Plans, Inspection & Test Plans (ITPs), procedures, method statements and quality documentation.
• Coordinate and oversee site inspections, surveillance activities, quality audits and testing activities.
• Ensure construction works are carried out in accordance with approved drawings, specifications, applicable codes, standards and contractual requirements.
• Monitor quality performance and identify quality issues, trends and areas requiring improvement.
• Manage Non-Conformance Reports (NCRs), including root cause analysis, corrective actions, preventive actions and timely closure.
• Coordinate with engineering, construction, commissioning, subcontractors, vendors and client representatives on quality-related matters.
• Review inspection records, test reports, material certificates and other quality documentation for completeness and compliance.
• Monitor subcontractor and vendor quality performance and ensure required inspections and documentation are completed.
• Support FAT, SAT, site inspections, testing, commissioning and final acceptance activities where required.
• Ensure quality records, inspection reports, test packages and project documentation are properly maintained for final handover.
• Plan and conduct internal and external quality audits and follow up on findings until closure.
• Provide leadership, guidance and technical support to QA/QC Engineers and Inspectors.
• Support project management with quality reporting, risk identification and continuous improvement initiatives.
• Promote a strong quality culture across project teams, contractors and suppliers.
• Ensure compliance with applicable company procedures, client requirements, statutory requirements and project HSE standards.

Requirements

• Bachelor's Degree or Diploma in Mechanical, Electrical, Civil, Engineering, Quality Management or a related engineering discipline.
• Minimum 5 years of relevant QA/QC experience, preferably within construction, power generation, Waste-to-Energy, industrial, EPC or process plant projects.
• Previous experience in a QA/QC Manager, QA/QC Lead, Senior QA/QC Engineer or similar position will be preferred.
• Good understanding of quality plans, ITPs, inspection procedures, NCR management, root cause analysis and corrective/preventive actions.
• Experience supporting construction, installation, testing and commissioning activities.
• Familiarity with relevant engineering codes, standards, project specifications and quality management systems.
• Experience coordinating with clients, consultants, subcontractors, vendors and multidisciplinary project teams.
• Strong leadership and team-management capabilities.
• Good analytical, problem-solving and documentation skills.
• Good written and verbal communication skills.
• Able to work independently in a fast-paced, site-based project environment.
• Experience in Waste-to-Energy, power plants, utilities, petrochemical, chemical or other large-scale industrial facilities will be advantageous.
