Key responsibilities:

Undertake familiarization with project specifications and function specific inspection documentation to ensure understanding of contract requirements.

Implement quality inspection procedures on construction activities, suppliers, and subcontractors' work to ensure compliance to project specification and other technical requirements.

Closely follow the 90 days look ahead schedule, daily work & RFI schedules; liaise with functional focal point and contractor personnel to be aware of the planned and completed welding / NDT / painting activities planned on-site / off-site and undertake quality surveillance / witnessing according to the approved ITPs.

Verify the availability of latest and approved documents, drawings, qualification ID cards, calibration certificates, at the place where welding / NDT / painting activities occur.

Witness qualification and testing of welding / NDT / WPHT procedures, RTRP / painting / coating systems, welders / NDT technicians / blasters / painters / laminators and sign off the RFIs and qualification records.

Conduct in-process, stage, and final inspection of welding / NDT / painting activities; review RT films, witness weld repairs, and review welding / NDT / painting completion for piping spools and test packs.

Monitor weekly welding / NDT status and welder's performance.

Ensure traceability of storage tanks / piping / pipeline components, paints and welding consumables to MTCs and storage / preservation as per manufacturer recommendations / approved procedures.

Oversee surveillance of structural, piping, pipeline, and storage tank-related welding / NDT / painting/coating activities both on-site and off-site, identify nonconformances, and assist contractor with correction, corrective, and preventive actions.

Provide feedback on recurring quality issues and follow up on corrective actions and NCRs.

Ensure that all inspection, measuring and testing equipment is calibrated as per approved project procedures.

Assist in review and/or approval of quality and construction documentation including method statements, JHAs, QCPs, inspection and test plans, MARs, and participate in quality walkthroughs.

Monitor and support the performance of contractor/sub-contractor/third party inspectors.

Communicate effectively with contractors, third parties, and the construction team.

Uphold and enforce quality management system requirements applicable to your function.

Work on construction sites and adapt to prevailing climatic conditions approximately 80% of the time.

Ensure personal safety and the safety of others in all business activities.

Requirements:

  • Bachelor's degree or diploma in mechanical engineering (or equivalent).
  • Sr. welding inspector certification (CSWIP 3.2 / AWS-SCWI), painting inspector certification (BGAS Grade-2 / NACE Level-2), and NDT Level-2 certification in RT, MT, UT, and PT (ASNT/ACCP) are required. Equivalent international certifications acceptable.
  • Additional API inspector certifications (API 570 / API 936 / RTRP or others) are an advantage.
  • Preferably formal training in QA/QC functional aspects and QMS internal auditing.
  • 10 years' experience for graduate engineers and 15 years' experience for diploma holders in a similar position within the oil & gas sector; GCC experience desirable.
  • Practical knowledge of welding, NDT, heat treatment, painting, coating and related quality/inspection/testing requirements, including acceptance criteria for major oil & gas process plants and cross-country pipelines construction.
  • Familiarity with international codes and standards such as ASTM, API, AWS, ISO, BS EN, SSPC, NACE, IOGP, Shell DEP, and MESC spec.
  • Hands-on experience in qualification, testing, and performance monitoring of welding / NDT / heat treatment procedures, RTRP / painting / coating systems, welders / NDT technicians / blasters / painters / laminators, etc.
  • Experience in welding different materials/metallurgies including exotic materials (Inconel, DSS, SDSS, Ni, Cr, etc.) and a variety of welding processes.

Work schedule:

Site-based, with exposure to prevailing climatic conditions at least 80% of the time.
