The role does not carry site-level operational or stop-work authority, it is a coordination, documentation and administrative-support function serving the QHSE Head, the QHSE Operations Manager, and the Project QHSE Teams.
Key Responsibilities & Duties:
Documentation & Multi-Project Coordination
• Act as the central point of contact for QHSE documentation across all running projects, ensuring consistent version control, distribution and traceability.
• Coordinate the flow of QHSE plans, procedures, records and correspondence between Project QHSE Teams, the QHSE Operations Manager, the QHSE Head and other departments.
• Maintain a master tracker of QHSE documentation status (plans, procedures, certificates, permits, statistics) across the full project portfolio, and follow up on overdue or missing items.
Bid & Tender Support
• Receive and action requirements from the Bid/Tendering and Business Development departments for tender-stage HSE Plans, Quality Plans and Sustainability Plans.
• Compile, tailor and issue project-specific HSE, Quality and Sustainability plans for bid submissions from approved corporate templates, coordinating technical input from the QHSE Operations Manager and relevant subject-matter leads.
• Track bid documentation deadlines and maintain a library of current, reusable QHSE bid content and supporting evidence (certifications, statistics, case studies).
Government & Client Portal Management
• Manage submissions on government and client portals for QHSE prequalification (PQs), questionnaires, and periodic QHSE statistics reporting, ensuring accuracy and on-time submission.
• Track renewal dates for prequalification, licenses and portal-based compliance requirements, and proactively coordinate the data and evidence needed to keep them current.
• Maintain a consolidated record of company QHSE statistics (incident/exposure data, certifications, training statistics, etc.) used across portal submissions and prequalification.
Reporting & KPI Compilation
• Compile the monthly QHSE coordination report, consolidating inputs and KPI data submitted by all Project QHSE Teams into a single Head Office report.
• Follow up with project sites to ensure monthly data and reports are submitted completely and on time; flag gaps or inconsistencies before consolidation.

• Administer QHSE documentation on Aconex or equivalent project documentation/EDMS platforms, uploading, distributing, tracking transmittals and maintaining document registers across all running projects.
• Ensure QHSE document workflows on the platform (review, approval, distribution) are followed correctly by project teams and escalate non-compliance where required.
HO Inspections & Supplier/Contractor Coordination
• Conduct Head Office HSE inspections and maintain HO-level HSE compliance records (fire safety, office ergonomics, emergency equipment, etc.).
• Liaise and follow up with HSE suppliers (PPE, safety equipment), Fire & Life Safety (FLS) contractors, and training providers, covering orders, servicing/calibration schedules, certifications and training bookings.
• Maintain a tracker of supplier and service-provider contracts, renewal dates and outstanding follow-ups.
