HSE策略與領導力

• 制定並實施一項全面的HSE（健康、安全與環境）策略，涵蓋辦公室、倉庫和現場操作，包括岸上和海上勘測活動。
• 領導HSE團隊，為各地的HSE專業人員提供指導、支持和指導。
• 在組織的所有層級推動安全與環境責任文化。

政策制定與合規性

• 建立並維護符合當地、國家和國際法規的HSE政策、程序和標準。
• 確保所有操作（包括辦公室、倉庫和船舶活動）遵守這些政策和標準。
• 了解HSE法規和最佳實踐的變動，並相應更新公司政策。

風險管理

• 監督所有操作區域風險評估的制定和實施，識別潛在的危險並採取減緩措施。
• 確保風險管理流程在辦公室、倉庫和現場操作中一致應用。
• 監控和評估風險管理策略的有效性，必要時進行調整。

現場操作與船舶安全

• 為岸上和海上勘測活動提供HSE監督，確保船舶和現場操作中嚴格遵守安全規範。
• 定期進行船舶、勘測地點和倉庫的審核和檢查，以確保符合HSE標準。
• 與船員、勘測隊伍和倉庫人員密切合作，解決安全問題並實施糾正措施。

事故管理與調查

• 主導HSE事故的調查，包括事故、差點事故和環境違規，找出根本原因並確保執行糾正措施。
• 編寫HSE事故的詳細報告，並將調查結果與高層管理和相關利益相關者分享。
• 跟蹤糾正和預防措施的實施，確保HSE績效的持續改進。

培訓與發展

• 制定並監督所有員工的HSE培訓計劃，包括辦公室人員、倉庫工人和現場人員。
• 確保所有人員都接受與其職位相關的HSE實踐培訓，包括應急響應和危險識別。
• 鼓勵HSE團隊內部持續的專業發展，以保持技能和知識的最新狀態。
• 能夠進行HIRA（危害識別風險評估）、HAZOP（危險與可操作性研究）和HAZID（危險識別）評估。

應急準備

• 為所有操作區域（包括辦公室、倉庫和船舶活動）制定並維護全面的應急響應計劃。
• 協調並定期舉行應急演習和演練，以確保對潛在事件的應對準備。
• 在緊急情況下擔任主要聯絡人，提供領導並協調響應工作。

HSE Strategy and Leadership:

• Develop and implement a comprehensive HSE strategy that covers office, warehouse(s), and field operations, including onshore and offshore survey activities.
• Lead the HSE team, providing direction, support, and mentorship to HSE professionals across various locations.
• Foster a culture of safety and environmental responsibility across all levels of the organization.

Policy Development and Compliance:

• Establish and maintain HSE policies, procedures, and standards that comply with local, national, and international regulations.
• Ensure that all operations, including office, warehouse, and vessel activities, adhere to these policies and standards.
• Keep abreast of changes in HSE regulations and best practices, and update company policies accordingly.

Risk Management:

• Oversee the development and implementation of risk assessments for all operational areas, identifying potential hazards and implementing mitigation measures.
• Ensure that risk management processes are consistently applied across office, warehouse, and field operations.
• Monitor and evaluate the effectiveness of risk management strategies, making adjustments as necessary.

Field Operations and Vessel Safety:

• Provide HSE oversight for onshore and offshore survey activities, ensuring that safety protocols are strictly followed on vessels and in field operations.
• Conduct regular audits and inspections of vessels, survey sites, and warehouses to ensure compliance with HSE standards.
• Work closely with vessel crews, survey teams, and warehouse personnel to address any safety concerns and implement corrective actions.

Incident Management and Investigation:

• Lead investigations into HSE incidents, including accidents, near misses, and environmental breaches, determining root causes and ensuring corrective actions are implemented.
• Prepare detailed reports on HSE incidents and share findings with senior management and relevant stakeholders.
• Track the implementation of corrective and preventive actions to ensure continuous improvement in HSE performance.

Training and Development:

• Develop and oversee the delivery of HSE training programs for all employees, including office staff, warehouse workers, and field personnel.
• Ensure that all personnel are adequately trained in HSE practices relevant to their roles, including emergency response and hazard awareness.
• Promote ongoing professional development within the HSE team to keep skills and knowledge current.
• Capable of conducting HIRA, HAZOP & HAZID assessment.

Emergency Preparedness:

• Develop and maintain comprehensive emergency response plans for all operational areas, including office, warehouse, and vessel activities.
• Coordinate and conduct regular emergency drills and exercises to ensure preparedness for potential incidents.
• Serve as a key contact during emergency situations, providing leadership and coordination of the response effort.
