Position
Summary
The Procurement Manager will
lead and oversee all procurement and supply chain activities of the Eye Center.
of Excellence. This role is critical to ensuring timely, cost-effective, and
compliant sourcing of medical equipment, pharmaceuticals, optical supplies,
consumables, and non-medical goods and services essential for hospital and
training operations. The incumbent will establish procurement systems aligned
with national regulations and international best practices, while supporting
the Center’s mission of delivering high-quality, accessible eye care.
Key
Responsibilities
Strategic
Procurement & Planning
- Develop
and implement annual procurement plans in alignment with hospital needs
and strategic objectives.
- Establish
vendor qualification systems, contracts, and framework agreements for
medical and non-medical supplies.
- Ensure
procurement activities are compliant with Rwanda’s public procurement laws
and donor/foundation requirements.
Supply
Chain & Vendor Management
- Manage
the entire procurement cycle from requisition to delivery and payment.
- Identify,
evaluate, and build strong relationships with local and international
suppliers of ophthalmic equipment, pharmaceuticals, lenses, frames, IT,
and facility services.
- Negotiate
competitive terms, ensuring value-for-money while maintaining quality and
reliability.
- Oversee
inventory levels in collaboration with the warehouse/pharmacy to prevent
stock-outs or overstocking.
Operational
Excellence
- Maintain
accurate procurement records, contract management systems, and supplier
performance evaluations.
- Collaborate
with clinical, technical, and administrative teams to forecast needs and
ensure timely supply of critical items (e.g., surgical consumables,
lenses, pharmaceuticals).
- Support
importation and customs clearance processes for international shipments,
ensuring all documentation is accurate and compliant.
- Develop
procurement policies, SOPs, and risk management strategies.
Financial
& Compliance Oversight
- Prepare
budgets and expenditure forecasts for procurement activities.
- Monitor
procurement expenditures and ensure compliance with donor requirements,
internal policies, and external audits.
- Implement
transparent bidding processes and uphold strict ethical standards in
supplier selection.
Team
Leadership & Capacity Building
- Supervise
and mentor procurement and logistics officers, ensuring continuous skills
development.
- Promote
a culture of accountability, transparency, and service orientation within
the procurement unit.
Requirements
Qualifications
& Experience
- Bachelor’s
degree in Procurement, Supply Chain Management, Business Administration,
or related field (Master’s degree preferred).
- Professional
certification (e.g., CIPS, CPSM) strongly desired.
- Minimum
of 4–5 years’ experience in procurement, at least 3 in a managerial role,
preferably in healthcare, hospital, or NGO settings.
- Demonstrated
knowledge of Rwanda’s procurement regulations, donor-funded procurement,
and international supply chain processes.
- Proven
track record in managing procurement of medical equipment,
pharmaceuticals, or hospital infrastructure.
- Strong
negotiation, vendor management, and contract management skills.
- Excellent
organizational, analytical, and communication skills.
- Fluency
in English required; French and Kinyarwanda are an asset.
