Construction Quality Specialist - Job Description

The Construction Quality Specialist is responsible for monitoring construction quality processes and procedures across assigned Construction regions. This role conducts Process Assessments on assigned projects, supports contract Exhibit reviews during the RFP and IFC phases, and assists with specification revisions to ensure compliance with Company standards and applicable DOT 192 and 195 regulations. The position works with limited supervision, receives periodic direction from the supervisor, and is responsible for exercising sound judgment and maintaining a high level of quality throughout construction activities.

Key Responsibilities
  • Serve as a point of escalation for technical issues within the Quality Management department.
  • Monitor project investigations and construction quality activities.
  • Conduct field Process Assessments for assigned projects.
  • Assist with field PHMSA document audits.
  • Analyze construction quality data from multiple sources, including:
    • Audit logs
    • Nonconformance logs
    • Contract review logs
    • PHMSA audits
    • Other construction quality-related data
  • Assist with reviewing contract Exhibits during the RFP and IFC phases.
  • Assist with the approval process for construction contracts at various stages of the contracting process.
  • Assist with specification revisions to ensure compliance with Company standards and DOT 192 and 195 regulations.
  • Update the Construction SharePoint site with specification update notifications.
  • Monitor and maintain distributed Operator Qualification (OQ) notifications.
  • Serve as a lead in Construction Quality Specialist meetings.
  • Lead training for new Quality team members.
  • Monitor training completion for new Construction Quality personnel.
  • Develop and maintain documents related to:
    • Processes and procedures
    • Guidelines
    • Handbooks
    • Work instructions
    • Departmental presentations
  • Present Project Quality information to audiences of varying sizes and backgrounds.
  • Serve as a Quality Management System (QMS) Power User as needed.
  • Represent the Quality Management department at industry conferences and provide relevant information and updates to the team.
  • Assist with reviewing Supply Chain Vendor Data Documentation.
  • Work cross-functionally with technical groups, including:
    • Operational Compliance
    • Regulatory Compliance
    • Administration Services
    • Pipeline Integrity
    • Metallurgical Services
    • Pipeline and Compressor Station Design
    • Supply Chain
  • Participate in construction compliance and construction administration process-improvement initiatives.
  • Serve as a good steward of Company resources and interests while demonstrating integrity and trust through words and actions.
  • May oversee the work of contract personnel; no direct Company employee reports.
Must Have
  • Minimum 3 years of experience working in the pipeline or facility construction industry.
  • Minimum 1 year of field construction experience.
  • Thorough knowledge of applicable pipeline construction codes and standards.
  • Fundamental understanding of quality management principles.
  • Fundamental understanding of project management principles.
  • Ability to troubleshoot technical issues and demonstrate sound reasoning and judgment.
  • Strong attention to detail.
  • Ability to work independently, take initiative, and make meaningful contributions.
  • Ability to manage diverse relationships and resolve conflicts professionally.
  • Ability to travel frequently, including overnight travel.

  • Familiarity with writing SOPs, guidelines, handbooks, and work instructions.
  • Understanding of the contract conformance process.
  • Understanding of a project lifecycle.
  • Ability to assist with inspection staff training.
Work Location & Travel
  • Field-based position supporting the spread/field office.
  • Approximately 50% office / 50% travel.
  • Frequent overnight travel is required.
  • Travel to construction sites will be a significant component of the role.
