Quality Control Manager (QCM)

Position Title: Quality Control Manager (QCM)

Area of Requirement: U.S. Naval Hospital Yokosuka, Yokosuka Naval Base; Naval Air Facility Atsugi; Camp Fuji; Commander Fleet Activities Sasebo and Hario Family Housing, Japan

Scope of Position: The QCM owns execution of the Quality Control Plan (QCP), monitors contractor and subcontractor performance, and ensures that preventive and unscheduled maintenance meet the prescribed inspection frequencies and risk-factor criteria.

Tasks and Capabilities Required:

· QCP Implementation:

o Develop and maintain the QCP, including organization charts, inspection systems, and test-laboratory qualifications.

o Schedule QC inspections within three (3) workdays of PM and five (5) workdays of unscheduled maintenance.

· Inspection & Testing:

o Verify 100% inspection for Catastrophic/Critical risk items and sample inspections per Category 3/4 requirements.

o Coordinate government-observed inspections and remedial training for corrective actions.

· Data Management & Reporting:

o Document all QC activities, maintain nonconformance records, and report QC metrics in the Monthly Progress Report.

o Track and analyze failure trends to propose reliability improvements.

· Stakeholder Liaison:

o Interface with COR/FM during performance-evaluation meetings; adjust QC methods as directed.

Mandatory Experience and Certifications:

· Minimum two (2) years’ QC evaluation and reporting experience in construction or facility management

· Two (2) years’ experience in comparably sized healthcare facilities Preferred/Desired Certifications:

· ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)

· Lean Six Sigma Green Bel
