Rail - Safety Manager, Light Rail Transit - Arizona

Summary

Oversee light-rail safety programs, enforce federal and state regulations, investigate incidents, and report KPIs for a transit operator in Arizona.

The Safety Manager will lead the safety administration, enforcement, and training services for a large metropolitan light rail and streetcar transit system while providing safe, reliable and customer focused services in compliance with all regulations and policies.

Key Accountabilities:
• Accountable for the overall safety performance of the operation.
• Develops and manages all Safety and Training SOPs and plans.
• Adheres and ensures compliance to all local and federal (FTA) regulations and in accordance with Keolis and Agency policies.
• Takes an active part in all safety meetings.
• Investigates all accidents / incidents and develops actionable correction plans when appropriate.
• Responsible for the collection and reporting for all safety and training metrics / KPIs.
• Partner with internal and external stakeholders to strengthen safety, security, and training programs.
• Control safety activities and lead with an overall “safety first” attitude.
• Support in leading a customer-oriented culture where all staff ‘Think Like a Passenger’.

Skills, Knowledge, & Experience:

• A minimum of 7 years of experience in a light rail operation, three of which are in a related position or program.
• Possess a U.S. Department of Labor (“OSHA”) Card or achieve and maintain the card within one year of hire.
• Possess the ability to apply knowledge in the safety profession to prevent injury an illness and property and environmental damage.
• Has attended formal safety related course work, such as OSHA, Arizona Division of Occupational Safety and Health (“ADOSH”), Arizona General Contractors Construction Safety or National Safety Council.
• NIMS Certification is required.
• Experience or knowledge of FTA regulated transit systems, with FRA experience considered.
• In-depth understanding of the structure and deployment of effective Safety Management Systems across operational environments.
• Demonstrated ability to work with labor organizations and interpret collective bargaining agreements (CBAs).
• Knowledge of all laws and regulations (CFR, DOT, FTA, OSHA).
• College degree preferred.
• Must be available to respond at all times.
• Must be a resident of proposed business (or willing to relocate).
