Manages land-use authorizations (permits, leases, easements) and billing for a U.S. Forest Service special-use program, ensuring compliance with regulations and agency policy.

Manages all aspects of the special use program.
Assists forest personnel in resolving problems or misunderstandings in the use of SUDS.
Provides technical assistance to program staff and line officers and their associated specialists regarding complex land use authorization practices and procedures. Participates as a representative on the SUDS User Board.
Applies various realty laws, regulations and agency policy to assist forest personnel in managing land use authorizations (permits, leases, and easements) and the associated billings for those authorizations.
Evaluates simple and complex special use proposals according to regulatory screening criteria.
Contacts various publics, other governmental personnel, and Forest Service specialists, to conduct financial and technical capability determinations, and to determine compliance with forest plan direction.
Works closely with BLM and other federal and state agencies on special use authorizations that involve uses that cross administrative boundaries. Incumbent may assume a project leadership role if the Forest Service is the lead agency.
Instructs forest personnel on the established fee schedules and methods to create land use billings, and how to compile cost recovery agreements.
Conducts on-the-ground program reviews of special use programs and individual authorizations for compliance with Forest Service policy, terms, and conditions.
Reviews analyzes and test systems performance of SUDS database and make recommendations for system modification and database configurations to correct problems.
