Summary

Manages property leases for healthcare facilities under federal tribal programs, reviews documents, and ensures compliance with leasing policies and regulations.

This position is located in the Office of Indian Self-Determination and Self-Governance, Indian Health Service (IHS) at Rapid City, SD. The position reports to Headquarter, Rockville, MD and the office space is located in Rapid City, SD. This position acquires, manages, and/or disposes of commonly transferred properties. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Prepares, researches, executes or secures the execution of appropriate documents or instruments to complete the lease review and approval process such as title insurance, deeds, appraisals, environmental documents, etc. Serves as the HQ 105(l) program subject matter expert (SME) for the leasing of health care facility space through execution of P.L. 93-638, Serves as a SME in lease negotiations resulting in an executed lease. Assists IHS headquarters (HQ) in the maintenance of an up-to-date inventory of all IHS 105(l) leases nationally entered into with tribal health organizations. Maintains the required information for HQ for reporting purposes. Serves as senior HQ Subject Matter Expert (SME) for P.L. 93-638, Section 105(l) leases. Trains and mentors all Agency 105(l) Tribal Leasing program staff on lease review, policy and program requirements.

Timely completion is critical to avoid delays in processing or a determination of unsuitability. Applicants are strongly encouraged to prioritize this requirement and to maintain regular communication with their assigned Personnel Security Specialist throughout the process. Financial Suitability Requirement: This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Applicants must demonstrate financial responsibility, maintain good standing with creditors, and satisfy all legal financial obligations prior to applying. Individuals with substantial delinquent or unresolved financial obligations-including, but not limited to, delinquent federal or state tax liabilities, defaulted federal student loans, court-ordered fines or fees, or child support arrears-may be deemed unsuitable for employment with the Indian Health Service (IHS). Prior to the appointment, candidates must present two valid forms of identification. If one of the documents is a state-issued ID or driver's license, it must be REAL ID-compliant.
