Records and Information Management Specialist (Knowledge Management), MC-308-4A
This position is located in the Administrative Services Division (ASD) within the Department of Administration and Finance, Millennium Challenge Corporation (MCC). The selectee will provide authoritative records, information, and knowledge management advice to MCC leadership and staff. Although the position is advertised equivalent to GS-13, MCC uses a pay-banded system to compensate employees. This position is pay band MC-4A which is generally equal to GS-13.
Provides authoritative records, information, and knowledge management advice to MCC leadership and staff. Serves as Records Manager with responsibility for administering and implementing the Corporation-wide records management program encompassing all forms of records. Leads and administers the records information management program and serves as a principal technical authority on federal records management requirements, electronic records, information lifecycle governance, and recordkeeping controls. Ensures that all records are stored and archived in accordance with federal requirements, and those changes in guarantors, annual submissions, revocations, modifications, and Certificate re-issuances are updated daily. Develops and implements agency-wide policies, procedures, file plans, records metadata requirements, and internal controls consistent with applicable statutes, regulations, National Archives and Records Administration (NARA) requirements, and MCC business needs. Leads MCC's knowledge management efforts and develops the strategy, operating model, governance framework, and implementation of roadmap for capturing, organizing, sharing, applying, and preserving institutional knowledge. Provides guidance on the Agency's knowledge of ecosystems using Microsoft 365 technologies, including SharePoint Online, Teams, Power Platform, Power BI, and related collaboration and content-management capabilities. Develops dashboards, metrics, and analytics to evaluate content quality, policy compliance, site utilization, search effectiveness, training completion, application adoption, and the business value of KM services. Represents MCC in interagency forums, professional communities, and engagements on records, information governance, knowledge management, collaboration, and emerging technology matters. Develops training, job aids, demonstrations, communications and related information. Performs related duties as assigned.
