Positional Summary
The Regional Director of Planning and Controls is a high-level strategic leader responsible for the oversight, standardization, and execution of project planning and control functions across the region. Acting as the bridge between executive leadership and field execution, this role ensures that all projects adhere to Loenbro process standards from inception to closeout. By driving accountability through job audits and data quality checks, the Director ensures financial predictability, operational efficiency, and a highly trained project and field management workforce.

Key Responsibilities
Process Standardization & Accountability
- Process Enforcement: Bring accountability to Controls, Planning, and Project teams by ensuring all activities are performed to established Loenbro process standards.
- Workforce Readiness: Hold regional accountability for ensuring that Project Managers (PMs) and Field Supervision (FS) undergo required training on planning, control systems, and standard operating procedures.
- Change Leadership: Support and champion process, system, and organizational team change management initiatives across the region.
Project Lifecycle Governance & Auditing
- Milestone Audits: Hold primary responsibility for conducting formal progress meetings and audits at the 10%, 30%, 60%, and 90% (Craft labor) physical completion marks. Shorter term projects to receive 60% as determined by Regional Presidents.
- Project Initiation & Planning: Serve as a high-level consultant during Construction Kickoff Meetings and Pre-Job Planning Meetings to ensure projects start with a solid baseline.
- Exit Strategy & Closeout: Consult on the 80% Physical Complete Exit Strategy Meeting to guide projects toward a successful finish and take responsibility for contributing to the Post Job Review Meeting and capture lessons learned.
- Status and Progress Oversight: Maintain a comprehensive understanding of regional operations by staying informed on critical project elements, including but not limited to Project Award, Contract Execution, Project Staffing Plans, Project Budgets, Pre-Job Planning Report Outs, Project Closeouts, and 100% Client Surveys.
Financial Analysis & Data Quality
- Data Consulting: Act as the lead consultant on project KPIs and data quality on a weekly basis, thoroughly reviewing project cost forecasts, LEI (Labor Efficiency Index), productivity data, and project planning metrics.
- Trend Identification: Provide accurate, high-level analysis of project forecasts and trends, identifying risks and opportunities before they impact the regional bottom line.
- Performance Monitoring: Stay consistently informed on Daily Production Goals, Production Reporting/LEI Analysis, and Monthly Project Cost Reports and Forecasts to monitor the financial health of the region's portfolio.
Strategic Collaboration & Executive Reporting
- Executive Support: Support regional presidents in understanding complex project status updates and financial metrics.
- Cross-Functional Partnership: Maintain strong, collaborative relationships with the Regional CFO, Quality Manager, Scheduling Manager, Procurement Manager, HR lead, and Sales Opportunity Owners to ensure cross-departmental alignment.
- Team Leadership: Manage and develop a specialized team of Project Controls Managers, Admins, and Planning Managers, ensuring their daily execution aligns with the overarching regional strategy.
Qualifications & Core Competencies
- Experience: 12+ years in Project Controls, Planning, or Construction Management, with at least 5 years in a regional or multi-project leadership capacity.
- Education: Bachelor’s degree in Engineering, Construction Management, or Finance (MBA or PMP preferred).
- Technical Mastery: Deep understanding of Earned Value Management, cost-loading methodologies, and enterprise scheduling/planning software.
- Analytical Rigor: Ability to spot anomalies in large datasets (LEI, Productivity, Forecasts) and trace them back to field behaviors.
- Operational Diplomacy: Skilled at balancing financial objectives with operational constraints while collaborating with diverse department heads.
Key Performance Indicators (KPIs)
- Audit Compliance: Percentage of projects passing internal 10%, 30%, 60%, and 90% physical completion audits.
- Forecast Accuracy: Variance between monthly projected costs and actual month-end results.
- Productivity Stability: Reduction in unexpected LEI (Labor Efficiency Index) fluctuations.
- Training Saturation: Percentage of regional PMs and FS fully trained in required planning modules and Loenbro SOPs.
- Project Planning Performance: Quality and days over/under measure for Pre-job Planning Metrics made up of timely kickoff meetings, financial startup, commodity buyouts, quality budgets, planning objectives complete, and execution plan established.
