Regional NAF Human Resources Director

Incumbent serves as the Supervisory Human Resources Officer and principle advisor to the Regional Fleet and Family Readiness (FFR) Program Director (N9) for the Nonappropriated Fund (NAF) HR program. Incumbent directs, manages, and operates a comprehensive HR program, and is responsible for establishing, maintaining and managing systems and processes to gather, analyze and report impacts of personnel practices and benefit programs.

Duties include but are not limited to: Serves as action officer and subject matter expert for NAF personnel programs and position management, including recruitment and staffing, pay administration and compensation, incentive awards, labor/employee relations, benefits administration, and HR information systems in support of the total personnel program for CNIC NAF employees across CNRNW. Serves as a key advisor and consultant on policy matters relative to the NAF HR Program, providing technical, administrative and managerial direction, policy guidance, advice and assistance to managers, supervisors and employees in all areas of NAF personnel and assists officials in discharging their responsibilities. Establishes, maintains, and monitors effective performance management programs to plan, monitor, develop, rate, and reward employee performance; and services that support formal and informal award programs to provide employee incentives and recognition. Responsible for all record keeping and auditability of all employee benefits incentives and recognition. Analyzes complex and delicate problems having implications reflecting on overall NAF personnel policies and procedures region-wide; and maintains liaison with CNIC program managers, CNIC personnel and leadership, other government agencies, and outside agencies and professional organizations. Provides annual salary and benefits budget estimates for all departments; researches, analyzes and projects costs and develops pay recommendations based on annual cost-of-living adjustments, performance-related pay, equity/retention, and other pay options; presents options for consideration and implements decisions. Develops, maintains and updates the classification and pay plan process for all positions. Recommends classification and pay plan changes and changes in individual classifications and pay assignments to the FFR Director/N9 and affected program directors. Directly supervises up to (3) NF-04 HR Specialists (Staffing and Recruiting) and up to (6) NF-03 HR Assistants. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts staff meetings on a regular basis to solicit input for innovative process improvement and improved program delivery. Oversight responsibility for all data input to Systems, Applications, Products HR (SAPHR) and Office of Personnel Management compliance with 3900 (+/-) Official Personnel Folders within the Region.
