About the programme/role


CEEW is working with the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM), providing strategic and technical inputs on potential measures to reduce air pollution. The selected candidate will be the focal point of contact for the CAQM and will have to ensure that activities planned for the CAQM engagement are executed in a timely manner.


The ideal candidate should have a deep understanding of the air quality policy frameworks in India and have excellent oral and written communication skills. The candidate should also have the competence to drive government engagements independently and can draft briefing notes and policy documents under tight deadlines. Further, the candidate will have to qualitatively and quantitatively evaluate and document the functioning of CAQM, progress on the sectoral measures initiated by CAQM and how on-ground actions are resulting in improved air quality in Delhi.


Job Duties and Accountabilities

Research and Engagement

Connecting the dots between CEEW’s research and policy developments in the climate, clean air, sustainable mobility and energy sectors.

Synthesising relevant insights from CEEW’s existing and ongoing research to create concise summaries for internal and external communication

Forging strong relationships with the city, district administration, relevant state departments, industrial associations and civil society stakeholders.

Developing policy notes/memos/presentations in response to government requests within tight deadlines (short turn around time)

Presenting research in a coherent manner that can be understood by a wide range of audiences

Using information from recent scientific assessments, primary research and insights from stakeholder consultations to develop a time-bound implementation plan for air pollution mitigation in Delhi NCR

Providing technical and administrative support to CAQM in identifying and implementing appropriate air pollution mitigation strategies

Travel to project sites, when required, to conduct interviews or collect data for different research projects

Monitoring and Evaluation


Putting in place a monitoring method to track progress on the agreed actions

Writing monthly progress reports that clearly communicate how actions/government engagements are resulting in air quality improvements in the city


Selection Criteria

Education

Master’s degree with specialisation in air quality management, environmental governance, public policy, regulatory governance, or related field

At least 1-2 years of prior experience in government engagement is preferred.


Main skills

Coherent thinking with excellent report writing and presentation skills

Strong networking and interpersonal skills

Good understanding of public policy and governance of air quality issues

Ability to work in an interdisciplinary and multicultural environment and being able to independently drive research with minimum assistance.

The candidate should be willing to travel frequently, particularly in Delhi NCR

Competent in using statistical and spatial analytical tools. Knowledge of languages such as R/Python will be an advantage
