Novin Property Management LLC (NPM) is the property management affiliate of Novin Development Corp., specializing in affordable housing, workforce housing, supportive housing, mixed-income communities, and transit-oriented developments throughout California.

Position Summary

The Property Manager holds full operational, financial, and personnel responsibility for a 50-unit affordable and supportive housing community in Richmond, California, with anticipated oversight of an additional Company property.

Reporting directly to the President, the Property Manager works under general supervision only — there is no regional management layer — and is expected to operate the property as an independent business unit. The role carries authority to set site-level operating standards, build and manage the annual budget, supervise on-site staff, direct contracted vendors, and exercise independent judgment on matters that materially affect property performance and the Company's relationships with owners, lenders, regulatory agencies, and service partners.

Reporting Relationships & Scope

Reports to: President, Novin Property Management LLC

Direct reports: Maintenance Supervisor (on-site resident staff), plus additional on-site positions as the portfolio expands

Vendor oversight: Contracted security personnel, janitorial, landscaping, and trade contractors

Property scope: 425 Civic Center Plaza, Richmond, CA 94804 (50 units), with anticipated oversight of a second Company property

Supervision & Personnel Management

  • Directly supervises on-site staff, beginning with the Maintenance Supervisor, and assumes supervision of additional on-site positions as the portfolio expands.
  • Interviews candidates for on-site positions and makes hiring recommendations; these recommendations are given particular weight by the President.
  • Trains, schedules, assigns, and reviews the work of on-site staff, and establishes performance standards for the site.
  • Conducts performance evaluations, sets individual goals, and delivers coaching and corrective action.
  • Recommends compensation adjustments, promotions, discipline, and termination; these recommendations are given particular weight by the President.
  • Directs and evaluates the performance of contracted security and other vendor personnel assigned to the property, including authority to require removal or replacement of assigned personnel.
  • Determines on-site staffing needs and recommends changes to staffing levels and coverage schedules.

Financial Management & Reporting

  • Prepares the annual operating budget for the property and presents it to the President and ownership for approval.
  • Prepares monthly financial statements, including variance analysis and written narrative explaining performance against budget.
  • Reviews, codes, and approves property invoices and expenditures up to $__________; escalates expenditures above that threshold to the President.
  • Monitors rent collection and delinquency, authorizes payment plans, and determines when accounts are referred for legal action.
  • Develops unit turn budgets and capital needs recommendations, and participates in capital planning with ownership.
  • Oversees the accuracy and integrity of property-level financial and resident data maintained in Yardi.

Operations & Property Leadership

  • Establishes site-level operating policies, procedures, and resident service standards.
  • Sets standards and timelines for unit turns, work order response, preventive maintenance, and curb appeal, and holds staff and vendors accountable to them.
  • Selects vendors, defines scopes of work, solicits and evaluates bids, and negotiates pricing within delegated authority.
  • Serves as the Company's on-site decision-maker during emergencies, including habitability and life-safety events, and determines when to escalate.
  • Evaluates and recommends changes to service contracts, operating systems, and property-level processes.

Compliance & Program Administration

  • Holds responsibility for the property's regulatory compliance under applicable affordable housing programs, including LIHTC, Project-Based Section 8, HUD, and local agency requirements.
  • Oversees the income certification and annual recertification process, including review and approval of files prepared by staff or third-party compliance vendors.
  • Serves as the Company's authorized representative in agency inspections, audits, and monitoring reviews (TCAC, MOR, NSPIRE, and equivalent), and develops corrective action plans in response to findings.
  • Manages working relationships with housing agency partners, lenders, auditors, and supportive service providers.

Resident Relations & Leasing

  • Approves or denies applications in accordance with the property's Tenant Selection Plan and program eligibility criteria.
  • Resolves escalated resident matters and determines the Company's position on lease enforcement.
  • Determines when notices are issued and when to recommend that the Company proceed to unlawful detainer.
  • Coordinates with supportive service providers and community partners serving residents, including formerly unsheltered households.

Qualifications

Required

  • Minimum three years of multifamily property management experience, including at least one year in affordable housing.
  • Demonstrated experience supervising staff, including performance management.
  • Experience preparing operating budgets and monthly financial reporting.
  • Working knowledge of LIHTC and/or Project-Based Section 8 compliance requirements.
  • Proficiency in Yardi or comparable property management software.
  • Valid California driver license and reliable transportation.
  • Ability to be reached and to respond to property emergencies outside of scheduled hours.

Preferred

  • Affordable housing compliance certification (HCCP, C3P, TCS, SHCM, or COS).
  • Experience in supportive or service-enriched housing and with trauma-informed practice.
  • Experience working with formerly unsheltered populations.
  • Bilingual English/Spanish.

Work Arrangement

This is an on-site position based at 425 Civic Center Plaza, Richmond, CA 94804. Residency at the property is not required and is not a condition of employment; the Company maintains a separate on-site resident staff position to satisfy California's on-site management requirement. The Property Manager must remain reachable for property emergencies and be able to respond to the property when circumstances require.

Classification

Full-time, exempt salaried position. Not eligible for overtime pay.

  • $72,000 – $74,000 annual salary, commensurate with experience.
