Job Summary

A Star Pacific is seeking a Resident Technical Officer (RTO) to carry out site supervision of a construction project in Singapore, ensuring works comply with approved drawings, specifications, contract terms and statutory requirements, and are delivered to the required standards of quality and safety.

Roles & Responsibilities

● Conduct daily site supervision and inspections to verify compliance with approved drawings, specifications, contract terms, statutory regulations, client and authority requirements.

● Review contractors' submissions — shop drawings, material samples, method statements and technical documents — and check drawings for discrepancies, highlighting them with suggested solutions.

● Identify non-conformances, design issues and construction problems, and coordinate timely resolution with the Qualified Person (QP) and project consultants.

● Monitor construction progress against the approved project schedule.

● Inspect and verify materials, finishes, equipment and workmanship before installation to ensure quality compliance.

● Witness site inspections, testing and commissioning activities to confirm compliance with designs and specifications.

● Monitor contractors' compliance with Workplace Safety and Health (WSH) requirements and relevant statutory regulations.

● Maintain accurate and comprehensive site records, including inspection reports, progress reports, site diaries, photographic evidence and as-built documentation.

● Coordinate with contractors, consultants, the QP and relevant authorities to facilitate smooth project execution.

● Report delays, quality concerns and safety issues promptly to the QP / project consultants.

Requirements

● Registered Resident Technical Officer (RTO) with IES/ACES, with a valid accreditation certificate.

● Diploma or Degree in Civil Engineering, Building, Construction Management or a related discipline from a recognised institution.

● At least 3 years of relevant construction site-supervision experience.

● Conversant with statutory codes and requirements, and able to interpret engineering drawings, technical specifications and contract documents.

● Proficient in Microsoft Office applications.

● Strong communication, coordination, report-writing and problem-solving skills.
