SUMMARY
Responsible for facilitating Agile execution for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau (USCB). Lead the DBiT team's Agile Scrum ceremonies, work directly with USCB stakeholders to translate development priorities into committed sprint work, and keep the delivery flow visible on the program Kanban/Scrum board.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Remove impediments, protect the team's sprint commitments, and enforce the disciplined use of Jira work tracking and GitHub source-code management so that every change is traceable to an approved work item.
- Work in an Agile Scrum execution team to ensure all contract deliverables, program milestones, and reporting requirements are met in support of program objectives.
- Lead all DBiT Agile Scrum activities, including daily standups, sprint planning, backlog grooming, and retrospectives.
- Work directly with the USCB customer to understand development priorities and ensure they are reflected in current and upcoming sprints.
- Lead, coordinate, and organize meetings with technical team members and customers, and facilitate technical discussions with subject-matter experts.
- Maintain a highly visible Kanban/Scrum workflow (Backlog, In Progress, Peer Review, QA/Testing, Ready for Delivery) so the status of every deliverable is tracked in real time.
- Identify, track, and remove impediments; escalate risks and blockers to the Program Manager per established communication paths.
- Oversee the diligent use of source-code management so that code and scripts across all technical areas are checked in and traceable to the individual user and Jira work item.
- Document business requirements, processes, procedures, meeting notes, and newly discovered requirements in Confluence, keeping the team's knowledge repository current and preventing knowledge silos.
- Support the program schedule baseline across the period of performance, particularly for Contract Data Requirements List (CDRL) deliverables.
- Provide status and progress toward interim and final deliverables for the Program Weekly and Monthly Status Reports to the USCB.
- Maintain regular and punctual attendance.
- Perform other duties as assigned.

Requirements
MINIMUM QUALIFICATIONS
- Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.
- Bachelor's degree in Information Systems, Computer Science, Management, Engineering, or a related field. Master's preferred.
- Eight (8) of more years of experience delivering software in an Agile environment, including four (4) or more years serving as a Scrum Master or Agile team lead.
- Active Certified ScrumMaster (CSM) certification required.
- Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.
- Experience facilitating ceremonies and managing backlogs in Jira or a comparable work-tracking tool.
- Experience producing status reports and risk communications.
- Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
- Excellent written and verbal communication skills.
- SAFe Agilist, SAFe Scrum Master, or equivalent scaled-Agile certification.
- Experience supporting federal software programs with source-code management (GitHub) and CI/CD tooling (Jenkins, GitHub Actions).
- Familiarity with delivery environments involving Oracle APEX, IBM Cognos Analytics, Java, and Angular/React.
- Familiarity with the Department of Commerce, U.S. Census Bureau, or comparable federal financial, budget, or statistical-agency systems
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 15%.

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 15%.
WORK ENVIRONMENT
Work is expected to be remote; however, the company reserves the right to require onsite work.

Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Compensation & Benefits:
- Pay: 150,000-170,000 annually
