Hybrid Business Analyst / Scrum Master (SME) leading requirements development and Agile delivery (sprint facilitation, user stories, stakeholder alignment, Agile coaching) for mission-critical federal programs, on-site in Chantilly, VA. Position Overview
The Business Analyst / Scrum Master (SME) leads requirements development and Agile delivery across mission-critical federal programs. This hybrid role combines deep business analysis expertise with disciplined Scrum leadership to improve clarity, stakeholder alignment, team execution, and predictable delivery in complex, high-security environments.
Key Responsibilities
Business Analysis and Requirements Development
- Lead requirements elicitation and translate mission needs into clear user stories, acceptance criteria, and process flows.
- Conduct stakeholder workshops to drive alignment and resolve operational challenges.
- Partner with Product Owners to maintain a prioritized and well-defined product backlog.
- Ensure workflows align with enterprise architecture, zero-trust expectations, and cross-enclave constraints.
Scrum Master and Agile Delivery
- Serve as Scrum Master and facilitate stand-ups, sprint planning, reviews, and retrospectives.
- Remove impediments and support predictable sprint execution.
- Track team performance metrics and identify opportunities to improve delivery effectiveness.
- Provide Agile coaching and support team maturity and delivery discipline across engineering squads.
Stakeholder Engagement and Team Alignment
- Facilitate communication between business stakeholders, Product Owners, engineering teams, and program leadership.
- Promote alignment around operational priorities, requirements, and delivery objectives.
- Support collaboration across secure, multi-system federal environments.
Enterprise Technology Environment
- Support air-gapped, hybrid-cloud, and on-premises operational environments, including complex multi-enclave ecosystems.
- Support AWS GovCloud, SC2S, C2S, and GCP cloud platforms.
- Support Nutanix host and cluster environments, including Prism Central and NDFS.
- Support Cisco switching, routing, firewalling, and site-to-site technologies including IPsec, DMVPN, and SD-WAN.
- Support locally hosted GPU servers and multi-tenant Cross-Domain Solutions.
- Support Infrastructure as Code technologies including Terraform and Ansible.
- Support containerization and orchestration technologies including Docker, Kubernetes, and OpenShift.
- Support cloud-native security implementation and security accreditation processes.
- Support GitLab CI/CD pipelines and DevSecOps practices.
- Support enterprise database services including RDS, RDS Aurora, and DynamoDB.
- Support serverless architectures using AWS Lambda.
- Support cloud networking and VPC configuration.
- Support monitoring, logging, and data platforms including Elasticsearch, OpenSearch, and Splunk.
- Support microservices architectures and API Gateway implementations.
- Support environments using Python, .NET/C#, and related languages.
- Support identity and access services including Microsoft Active Directory, LDAP/OpenLDAP, Entra ID, and Keycloak.
- Support high-assurance cross-domain and encryption solutions including TACLANE and NCAP.
- Support cloud cost-optimization activities.
- Support Linux, Windows, and macOS operating systems.
Qualifications
Experience
- 10+ years of relevant experience. [Required]
- Specialized experience in business analysis, Agile delivery, or hybrid Business Analyst/Scrum Master roles. [Required]
- Proven Scrum Master experience with strong facilitation and Agile coaching skills. [Required]
- Experience operating in secure, multi-system federal environments. [Required]
Skills
- Expertise writing user stories, acceptance criteria, and functional and operational requirements. [Required]
- Exceptional communication and stakeholder engagement skills. [Required]
- Strong facilitation and Agile coaching capabilities. [Required]
Preferred Qualifications
- Certifications such as Certified ScrumMaster, Professional Scrum Master, SAFe, CBAP, or Lean Six Sigma.
- Experience with Jira, Azure DevOps, Confluence, or similar tools.
- Background in federal digital modernization or enterprise-scale Agile transformation.
- Experience improving team maturity and building delivery discipline across engineering squads.
