Organizational Setting and Reporting Relationship
The position of Security and Emergency Services Analyst is assigned to the Security and Emergency Unit (CSRS-SE) under the Organizational Resilience and Security Division (CSRS)within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff and Senior Officer.
Your Role
As a Security and Emergency Services Analyst, your primary focus will be to provide support to office management, administration, and budget. You will contribute to the administration, coordination, reporting, data management, invoicing, contract administration, and other office support responsibilities. Your second important role involves budget administration, including developing budgets, monitoring expenditure, preparing budget reports, and analyzing expenditure trends.
You will also provide operational, technical, and coordination support to CSRS-SE across a range of security risk management and crisis preparedness activities. You will support across a range of field safety and security programs and provide support for training, communications, logistics tracking and coordination with Field Office Finance and Administration Officers.

Provide administrative, budget and coordination support to the Field Security Team, ensuring efficient execution of operational and reporting requirements.
Support team workflows, coordinate meetings, prepare presentations, and consolidate outputs to support decision-making.
Maintain field security databases and knowledge repositories (such as missions, security briefings, Crisis Management Plans, incident reports, Security Focal Point listings), ensuring data integrity, accessibility, and updates.
Coordinate end-to-end logistics and documentation for field security consultation and assessment missions, including travel arrangements, expense processing, and quality review of mission reports.
Administer consultant selection and contract processing, ensuring compliance with institutional procurement policies and delivery of requirements.
Support the administration, budgeting, and coordination of security training programs, including ADB's Field Security Associates and Women's Security Awareness training programs, for ADB personnel across headquarters and field offices, ensuring the programs include planning, stakeholder understanding, and post-training tracking.
Be the focal point for field security communications, providing guidance to staff (including outposted personnel), triage inquiries, and escalate urgent administrative and budget issues.
Monitor field security budget and reporting, coordinate inputs, track expenditures, and support work program and budget reporting cycles.
Process procurement and payment, including preparation of technical documentation, stakeholder coordination, and monitoring of contract delivery, performance evaluation, and payment completion.
Liaise with United Nations Security Management System (UNSMS) counterparts to ensure compliance with security coordination arrangements.
Provide operational support roles as supplies custodian, clearance processor, overtime verifier, while serving as the focal point for records and document management within the Field Security Unit SharePoint site, ensuring compliance with ADB policies and retention standards.
Perform other tasks as assigned and reflected in your work plan.
