Security Specialist (Industrial)

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NETCOM Headquarters ACOFS G-2, Intelligence Security Division, located at Fort Huachuca, AZ.

Manages the Industrial Security Program for NETCOM/9th SC (A) involving NETCOM/9th SC (A) subcommands, major civilian defense contractors, subcontractors, and several Federal agencies worldwide.

Research and analyze Acquisition Requirement Packages (ARPs) to identify efficiencies, security requirements, and produces reports of findings for each activity.

Serves as security technical advisor on solicitation review boards to ensure requirements are addressed in clearance levels, Foreign Ownership, Control or Influence(FOCI) issues, partnership agreements.

Collaborates with Command Assessment of Contracts Efficiencies (ACE) committee members on the formal ACE meetings to present, discuss and validate findings and recommendations with ACE committee.

Develops researched, thoughtful responses to questions from contractors and subcontractors to ensure contractor compliance with security requirements.

Assures that security is considered in the earliest states of procurement planning and reviewing work statements and completing appropriate documentation.

Performs and provides expert technical guidance on industrial security matters to contract and subcommand industrial security personnel.

Identifies areas of concern or potential performance impact to Contracting Officers in order to ensure compliance with security requirements.

Provides technical advice and guidance to contracting staff and other contracting agencies that award and/or administer contracts in order to ensure the protection of classified and sensitive national defense information.
