Our client is seeking an experienced Senior Business Analyst to support a high-profile programme of work. This role will play a critical part in developing a Strategic and Strategic Business Case (SSBC), ensuring robust analysis, clear option development, and evidence-based recommendations that support strategic investment decisions.

This is an ideal opportunity for a Business Analyst with strong experience in the New Zealand Treasury Better Business Case (BBC) framework who enjoys solving complex enterprise challenges and working with senior stakeholders across large organisations.

As the Senior Business Analyst, you will lead the analytical development of options and support the construction of the SSBC, ensuring clear traceability from identified problems through to recommended solutions. You will bring together analysis across people, process, technology, financial, and risk domains to produce high-quality business case outputs that support informed decision-making.

Key Responsibilities
  • Lead the development of Strategic and Strategic Business Cases (SSBC)
  • Facilitate option development and undertake trade-off analysis
  • Gather, analyse, and document complex business requirements
  • Translate enterprise-level challenges into structured analysis and recommendations
  • Develop robust evidence to support investment and funding decisions
  • Produce high-quality business case documentation and executive-level reporting
  • Engage with senior stakeholders to gain alignment and support decision-making
  • Integrate people, process, technology, financial, and risk considerations into business case development

  • Proven experience developing complex business cases, including SSBCs and BBCs
  • Strong working knowledge of the New Zealand Treasury Better Business Case framework
  • Demonstrated experience in option development and trade-off analysis
  • Strong business analysis and requirements elicitation skills
  • Experience working across people, process, and technology domains
  • Excellent stakeholder engagement and facilitation capabilities
  • Advanced written communication skills, including the development of executive or Cabinet-level outputs
  • Experience undertaking financial, economic, or risk analysis to support investment decisions.
  • An existing New Zealand Government security clearance, or the ability to obtain one immediately, is essential.
