Senior Business Analyst

We are seeking a Business Analyst with a specialization in operatoinal management to support a major healthcare digital transformation initiative focused on consolidating and standardizing clinical information systems across a multi-entity provincial health system. This strategic role centers on designing and validating a comprehensive operating model that will enable the transition from site-specific clinical records to a unified, patient-centric system. The ideal candidate will translate the vision of a modernized clinical information platform into a sustainable, operationally feasible blueprint that standardizes care delivery, improves data accessibility, and enhances collaboration across regional health authorities and shared services organizations. The successful candidate will be responsible for leading the end-to-end development of a capability model, facilitating multi-stakeholder workshops with provincial leadership and clinical teams, designing functional role distributions across a multi-entity structure, and supporting options analysis for service delivery models. This role serves as a strategic enabler, working closely with program leadership, subject matter experts, clinicians, technology specialists, and health administrators to achieve consensus on guiding principles, design guardrails, and decision rights that will shape the future state of the clinical information ecosystem.

The Senior Business Analyst will support the development of critical program artifacts and deliverables, including the approach and framework for operating model development, integrated project plans and governance structures, stakeholder engagement and workshop management plans, capability model blueprints, and comprehensive service delivery options analysis. The candidate will lead focused teams and coordinate with program stakeholders to develop all necessary artifacts supporting operationalization of the target operating model, provide oversight and leadership for major deliverables including future state vision reports, role and resourcing frameworks, and transition roadmaps, and prepare regular status reports, risk and issues logs, decision records, and executive briefing materials for program governance. The work comprises a mixture of steady state and project-based efforts, with some after hours and weekend work possible as approved in advance.

This position is remote with the requirement to travel monthly throughout the engagement.


Qualifications


10+ years Canadian healthcare experience managing multi-organizational partnerships (shared services, clinical information systems, hospital amalgamations) to enable large-scale digital health transformations across provincial or regional networks

15+ years consulting experience in strategic planning and operating model development for complex digital health initiatives, partnering with executives and interprofessional teams to deliver large-scale programs

10+ years government and health system management experience, providing strategic program leadership to design and implement policies, clinical operations, and IT infrastructure

University degree in Business Administration, Health Informatics, IT, or a related discipline (or equivalent professional experience)



Nice To Have

10+ years expertise facilitating multi-entity workshops to align stakeholder goals and obtain executive consensus on sensitive matters like hospital amalgamations and systemic change management

8+ years experience implementing Clinical Information Systems or complex digital health projects in Canada alongside executives, clinicians, and IT/privacy specialists

5+ years experience supporting healthcare operating model development (current/future state assessments, governance, standard operating procedures, and clinical/technology enablement) within a matrixed environment

10+ years program leadership managing concurrent workstreams for large-scale digital health initiatives from initiation to close-out, including risk/resource management and executive-level reporting

Exceptional communication skills, including delivering polished briefings and presentations to influence change and obtain buy-in from C-suite, Board members, and Assistant Deputy Ministers. Fluency in French is an asset.
