Copperhead Technologies, an operating firm of Command Holdings, is seeking a Senior Business Systems Analyst to support the operation of the Veterans Affairs (VA) Data Collection Tool (DCT) program, managing quality assurance protocols, analytics, requirements development, testing, documentation, technical assistance, forms design, reporting, and knowledge management. This role works closely with VA and grantees to ensure data quality, drive process improvements, and translate policy and Congressional feedback into actionable system requirements. This position supports an active VA program requiring close coordination with VA program staff, grant managers, grantees, and COTS vendors, with strong ownership of data quality, documentation, and reporting deliverables on recurring schedules, along with responsiveness to policy-driven changes affecting program requirements.
Responsibilities may include, but are not limited to:

Support grantee processes for reviewing data quality and provides data engineering, management support, and quality assurance recommendations to VA.

Build institutional knowledge of DCT operations through direct observation, developing the ability to understand and describe the web application, database, onboarding application, and ETL process that moves data from VA's Behavioral Health Lab COTS product into the VA Enterprise Cloud and ultimately into VA's Power BI environment.

Understand and speak to the scheduling controls governing data movement between environments, including how disruptions are identified and addressed, and develops working knowledge of Technical Assistance log troubleshooting and site administrator responsibilities to support continuity of operations.

Track, monitor, and support archiving of grantee-submitted data related to suicide prevention services provided to eligible individuals and their families, ensuring records are properly maintained from each participant's initial enrollment date without access to grantee payment information, and supports the dashboard used by VA to track and monitor monthly reported services per participant, along with the archiving processes that allow grantees to submit replacement forms through BHL Touch, close out inactive Adobe records, and filter retiring grantee data from dashboard views while preserving it in the database.

Research and coordinate with VA to identify and recommend a process for grant managers to review and monitor compliance using development plans created in consultation with eligible individuals and their families and provides guidance on how the DCT can further support this process.

Manage data quality assurance protocols governing the archiving, security, and analysis of data used in monthly, quarterly, and annual reporting, addressing data use and transfer security requirements, and analyzes grantee data to compile briefings and reports on a monthly, quarterly, and annual basis for regular dissemination to VA.

Develop and maintain DCT documentation capturing new requirements resulting from Congressional feedback and program policy changes, coordinates with VA and other vendors on the design of new online data collection forms driven by policy changes, supports updates to ETL processes needed to prepare resulting data for ingestion into the analytics platform, and defines testing approaches to validate new requirements prior to implementation.

Recommend requirement, design, and testing strategies aimed at reducing maintenance burden and cost to VA, helps define and document roles and responsibilities for data engineering, management support, and quality assurance functions on the DCT over time, and supports maintenance of the DCT's enterprise cloud ATO in coordination with the VA COTS vendor.

Manage the Grant Manager Review and Monitor Process, the Suicide Prevention Plan, compiled data analyses, briefings, reports, and DCT documentation of new requirements as deliverables.
This position is contingent on contract award.
Expected salary range: $103,000-$110,000
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
- Ability to work in confined areas.

Travel:
- 0-10% / Minimal travel expected: off-sites, meetings, training, a conference, etc.

Basic Qualifications
- Bachelor's degree in business administration, information systems, data analytics, or a related field.
- Minimum of 8+ years of experience in business systems analysis, data quality assurance, or a related analytical role, ideally supporting federal government programs.
- Demonstrated experience developing and managing data quality assurance protocols, including data use and transfer security considerations.
- Experience producing recurring progress reports for government customers, including tracking deliverable status and problem resolution.
- Experience analyzing program data and compiling recurring (monthly, quarterly, annual) briefings and reports for government stakeholders.
- Experience gathering and documenting business and technical requirements resulting from policy or legislative changes.
- Experience coordinating the design of data collection forms or similar business process artifacts with vendors and government stakeholders.
- Experience defining testing approaches to validate new requirements and system changes.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.

Preferred Qualifications
- Master's degree in business administration, information systems, data analytics, or a related field.
- Previous experience supporting the Veterans Affairs office.
- Familiarity with the Behavioral Health Lab (BHL) Touch application or similar COTS clinical/grantee data collection tools.
- Experience supporting ATO maintenance activities or coordinating with COTS vendors on systems configuration.
