POSITION DESCRIPTION
Position: Senior Clark Center Manager
Supervisor: Director of Shelter Services
Location: Clark Center Shelter and Clark Center Annex (1431 SE Martin Luther King Jr BLVD Portland, OR 97214)
Hours: Monday-Friday; some weekend and evening work required
Starting Salary: $80,080-90,480 DOE
Classification: Exempt, Unrepresented, Full-Time, Benefits Eligible
GENERAL RESPONSIBILITIES
Oversee the operations of the Clark Center Shelter and Clark Center Annex, including shelter operations, residential property management, housing compliance, and supervision of assigned staff. The Clark Center Shelter is a 90-bed short-term residential program that includes 12 TSU beds for the Department of Corrections and provides access to basic needs, housing, and other supportive services. The Clark Center Annex consists of 22 single-room occupancy housing units, including 12 Veterans Grant and Per Diem (GPD) units and 10 Section 8 Permanent Supportive Housing units. This position is responsible for ensuring effective program operations across both locations and overseeing the property management, tenant administration, documentation, reporting, and regulatory compliance responsibilities associated with the Clark Center Annex.
General Leadership and Management Responsibilities:
- Ensure effective, safe, and compliant program and housing operations across both locations, including adherence to contractual, regulatory, and agency requirements.
- Provide leadership and supervision to assigned staff, including hiring, onboarding, training, coaching, performance management, disciplinary action, termination, timecard review, and leave approvals.
- Develop and maintain program policies, procedures, practices, and house rules in coordination with agency leadership and in accordance with participant needs and contractual requirements.
- Oversee facility operations, maintenance, facility systems and equipment, supplies, budgets, reporting, and other operational needs for both programs.
- Coordinate with internal departments, funders, government agencies, community partners, and other stakeholders to support effective service delivery and program operations.
- Monitor program performance, contractual obligations, and compliance requirements and identify opportunities for continuous improvement.
Clark Center Shelter Responsibilities:
- Oversee day-to-day shelter operations at the Clark Center and ensure services are delivered in a safe, respectful, and participant-centered manner.
- Ensure shelter operations support participants in achieving the highest possible level of self-determination and stability while respecting the dignity, rights, and abilities of each individual participant.
- Collaborate with the Department of Corrections to manage and maintain occupancy of the 12 Transitional Services Unit (TSU) beds.
- Oversee Clark Center kitchen operations, food ordering, program supplies, and other day-to-day shelter operational needs in accordance with applicable requirements.
- Oversee the facilitation of regular House Meetings and coordinate with internal and community partners to support participant needs and service delivery.
- In coordination with the Development Department, support volunteer activities and ensure agency procedures are followed for receiving in-kind and monetary donations.
- Maintain relationships with the Neighborhood Association and ensure compliance with applicable Good Neighbor Plan requirements.
Clark Center Annex Responsibilities:
- Oversee day-to-day housing and property management operations for the Clark Center Annex and ensure compliance with applicable housing program, funding, and regulatory requirements.
- Coordinate tenant lease-ups, lease signings, move-ins, annual recertifications, move-outs, vacancies, waitlists, eligibility, pre-lease requirements, and other required occupancy processes.
- Maintain accurate, complete, and current tenant files, housing documentation, and required tenant and housing information in WCMS, HMIS, DoorLoop, and other applicable systems and reporting portals.
- Complete required housing reports, prepare and post required notices, maintain supporting documentation, and submit required responses to the Portland Housing Bureau (PHB), Home Forward, funders, and other oversight entities accurately and within established deadlines.
- Coordinate required unit inspections and monitor unit conditions, maintenance needs, vacancies, and unit readiness, ensuring identified concerns are documented and appropriately addressed.
- Prepare for and participate in annual audits, inspections, monitoring visits, and other compliance reviews and ensure required follow-up, documentation, or corrective actions are completed.
- Ensure ongoing compliance with applicable Portland Housing Bureau, HUD, Home Forward, Section 8/Project-Based Voucher, Veterans Grant and Per Diem (GPD), and other applicable housing program requirements.
Agency/Administrative Responsibilities:
- Attend Board meetings, management meetings, all-staff meetings, retreats, and other agency meetings as requested and provide updates regarding areas of responsibility.
- Assist with Severe Weather shelter coverage and provide operational support across the agency as needed.
- Participate in agency initiatives and cross-departmental activities that support effective program operations and organizational goals.
- Perform other duties as assigned.
PERFORMANCE REQUIREMENTS
Each Transition Projects employee must:
- Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
- Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
- Demonstrate reliability by being present for work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
- Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
- Attend agency and program staff meetings.
PHYSICAL/MENTAL REQUIREMENTS

- Hearing and vision adequate for interaction with participants, interaction with staff and interaction with the general public.
- Hearing adequate for telephone work. Vision adequate for close work.
- Hand and finger dexterity adequate to operate standard office equipment.
- Ability to walk, bend, stand, sit, reach, stoop, pull, squat, kneel, climb stairs and ladders
- Sitting at a desk completing paperwork and working on a computer for lengthy periods.
- Ability to perform CPR and other emergency life-saving care with the assistance of teammates until emergency responders arrive.
- Ability to lift 50 pounds.
WORKING CONDITIONS / SAFETY CONSIDERATIONS
- Work environments may include exposure to animals/pets across various program sites.
- This position may have exposure to bloodborne pathogens or other infectious materials during the course of duties. Bloodborne pathogens training, safety protocols, and appropriate protective equipment are provided. The Hepatitis B vaccination is offered at no cost.
MINIMUM QUALIFICATIONS
The right individual for this position is resourceful and innovative, a strong leader, has a passion for helping others, and is able to deal with difficult situations in positive and constructive ways. This position also requires the following qualifications:
- Minimum of one year of direct property management experience required.
- Bachelor’s degree in a related field + 2–3 years of relevant management experience in shelter, housing, property management, or residential services, OR 3–5 years of relevant management experience in shelter, housing, property management, or residential services. (In all cases, a minimum of one year of direct property management experience is required.)
- Experience with or familiarity with Section 8/Project-Based Vouchers, Portland Housing Bureau (PHB) requirements, HUD housing regulations, and housing compliance requirements.
- Experience providing leadership, supervision, or oversight to a team and demonstrated ability to manage shelter, housing, or residential programs.
- Must be available to be on-call and respond to program needs from 8:00 a.m. Monday to 5:00 p.m. Friday each week and provide onsite supervision at least 32 hours per week.
- Demonstrated ability to develop and implement programs, policies, and procedures while operating services in a manner that respects the dignity, rights, and abilities of participants.
- Demonstrated ability to represent the organization effectively with media, community groups, funders, and government agencies, and to function collaboratively as part of a management team.
- Demonstrated ability to prepare and present reports and proposals, communicate effectively verbally and in writing, and meet contractual obligations.
- Understanding of case management, substance use, mental health issues, and problem-solving approaches.
- Excellent computer skills, including proficiency with word processing, databases, calendars, spreadsheets, email, internet-based programs, and other required systems.
