Salary Range: $ 130,000.00 to $180,000.00, commensurate with experience, certifications, and depth of construction management experience.
Work Hours: Monday through Friday, 8:30 AM to 5:30 PM
Reports To: PMCM Department
This position reports functionally Client Representative for functional/project oversight and CES Company Representative employment, performance management, and contractual administration.
Position Overview
This is advanced, responsible professional and administrative work managing the construction of capital improvement projects for the City of Miami. An individual in this capacity will work as part of the Capital Improvements Program Management Team and will be responsible for coordinating and monitoring consultants, contractors, testing laboratories, inspectors, and City departments engaged in the planning, procurement, construction, closeout, and warranty administration of municipal capital projects, including roadway infrastructure, drainage, public right-of-way, facility, and other assigned improvements.
Work involves managing multiple projects through the construction phase; reviewing plans, specifications, cost estimates, schedules, bid and contract documents, payment requisitions, change requests, time extensions, claims, inspection reports, and closeout records; coordinating procurement and contract execution activities; conducting pre-construction and progress meetings; monitoring project budgets, schedules, quality, safety compliance, and documentation; and maintaining accurate project information in the City's electronic project management system. The employee serves as a primary point of coordination among project stakeholders and provides timely customer service and issue resolution to City departments, residents, businesses, and other affected parties.
The exercise of independent judgment will be routinely required. This position reports to the Assistant Director or his/her designee.
Responsibilities:
- Manages assigned Capital Improvements Program construction projects from pre-construction through final closeout and warranty completion.
- Coordinates with City departments, consultants, contractors, utility agencies, permitting authorities, residents, businesses, and other stakeholders throughout project delivery.
- Assists consultants and City officials with the development and implementation of roadway infrastructure, drainage, public right-of-way, facility, and other municipal capital projects.
- Prepares, issues, and administers work orders and task authorizations for professional services consultants, surveyors, contractors, testing laboratories, and other project support services.
- Reviews plans, specifications, cost estimates, schedules, bid documents, and other project deliverables for conformance with scope, applicable standards, completeness, accuracy, constructability, and coordination requirements; recommends necessary changes or corrections.
- Coordinates bid advertisements and procurement activities, including preparation of project documentation, participation in pre-bid conferences, evaluation of bids, and recommendations for contract award.
- Coordinates contract execution and conducts or participates in pre-construction meetings with consultants, contractors, subcontractors, inspectors, testing laboratories, and City representatives.
- Prepares or coordinates Notices to Proceed and related work authorizations in accordance with City procedures and contract requirements.
- Conducts progress meetings and site visits; monitors construction progress, staffing, sequencing, quality, and compliance with approved budgets, schedules, plans, specifications, permits, and contract requirements.
- Reviews consultants' invoices, contractor payment requisitions, schedules of values, quantities, supporting documentation, and testing laboratory invoices, and recommends payment when appropriate.
- Reviews field inspection and testing reports and verifies that required construction inspection, quality control, and quality assurance activities are performed and properly documented.
- Monitors contractor compliance with contractual safety requirements while recognizing that the contractor remains responsible for construction means, methods, techniques, sequences, procedures, and site safety.
- Reviews, evaluates, negotiates, and processes requests for information, submittals, proposed contract changes, change orders, time extensions, claims, and other construction-related matters in accordance with City procedures.
- Maintains records of project budgets, commitments, expenditures, contingency allowances, consultant payments, contractor payments, schedules, changes, and key project decisions.
- Performs or coordinates inspections for substantial and final completion; prepares and tracks deficiency and punch-list items through correction and acceptance.
- Prepares performance evaluations and reports concerning contractors, consultants, schedules, budgets, risks, and overall project status.
- Ensures record drawings, warranties, operation and maintenance manuals, permits, releases, certifications, and other required closeout documentation are complete and accepted.
- Coordinates warranty-period inspections and ensures identified defects are corrected in accordance with the contract documents.
- Maintains complete project administrative records and files in the City's electronic project management and document control systems.
- Provides periodic project updates to management and stakeholders and responds promptly to inquiries, complaints, and construction impacts affecting residents and businesses.
- Performs other related duties as required.
