Senior E&P Purchaser
Summary
Senior procurement role sourcing and managing large equipment packages for offshore oil and gas units (FPSOs, drilling rigs) in Singapore, handling end-to-end supply chain, customs compliance, and ERP systems like IFS/Maximo.
Responsibilities
- Responsible for end-to-end procurement of medium to large equipment packages for offshore units (FPSOs, drilling rigs and UMS/Flotels), from requisition to delivery on-board, in accordance with Supply Chain procedures.
- Manage the full supply chain cycle - sourcing, bidders list development, preparation and issuance of Requests for Quotation (RFQs), bid evaluation and clarification, supplier negotiation and issuance of Purchase Orders in the ERP system (IFS/Maximo).
- Ensure regulatory and customs compliance for import/export operations with Brazilian authorities (IBAMA, ANP and the Federal Revenue Service), including temporary admission and tax suspension regimes.
- Liaise with freight forwarders, logistics providers and clients to consolidate orders, optimize deliveries and minimize freight and customs-handling costs.
- Perform cost control and Total Cost of Ownership (TCO)/ Life Cycle Cost (LCC) analysis, and prepare recommendations for award.
- Manage supplier qualification and performance evaluation, maintaining strong relationships with domestic and international suppliers and EPCs.
- Coordinate and support the mobilization, commissioning, operation and demobilization of offshore units, including dry-docking, chartering and vessel/service procurement.
- Review supplier qualifications on Terms &Conditions in coordination with the Legal team; certify progress/ milestone payments and manage contract close-out and document retention.
- Provide regular procurement status and progress reporting (PSR) and maintain/update the IFS database for a group of units.
- Supervise and lead project purchasers, contribute to Supply Chain initiatives and liaise with internal stakeholders (Finance, Legal, Business Development and Engineering).
Requirements
- Above 20 years of procurement and supply chain/ logistics experience in the Oil & Gas and Offshore industry, includingwork with major operators, drilling contractors and EPCs.
- Above 20 years of experience in international procurement, import/export operations, Incoterms application, customs clearance and logistics for offshore units.
- Minimum 15 years of experience in mobilization, commissioning, operation and demobilization of large-scale offshore units (FPSOs, drilling rigs and UMS/Flotels), including dry-docking, chartering and vessel procurement.
- Minimum 10 years of coordination / team-lead experience managing procurement and multidisciplinary activities across international projects.
- Above 15 years of involvement in offshore unit projects (FPSO, drilling and UMS/Flotel).
- Expert knowledge in international supply chain management for offshore Oil & Gas units; Brazilian import/export and customs regulations (temporary admission and tax suspension regimes – REPETRO); Incoterms; Letters of Credit; contract management; and regulatory compliance with IBAMA, ANP and the Federal Revenue Service.
- Highly proficient in ERP and procurement systems, including IFS, IBM Maximo, BAAN, Datasul, JD Edwards (JDE), Focus, SAI and NS5,plus Integrated Management Systems (SGI).
- Strong track record of negotiating with global suppliers across Europe, Asia and the Americas.
- Trained internal auditor for quality and safety management systems (ISO 9001, ISO 14001, OHSAS 18001, ISM Code and ISPS Code).
- Able to travel for work as and when required.
