Senior Engineer - Commissioning

Scope of responsibilities

Hands-on leadership of a team of commissioning discipline engineers and operators in carrying out pre-commissioning/commissioning and start-up activities. Provide necessary technical information for the other disciplines during the project. Coordinate the work within budgeted man hours and project schedule.

Primary duties

Identify requirements and scope of work, review specifications, drawings, and other documents of the project and establish applicability to the scope of work.

Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.

Review project design documents.

Attend and provide input at P&ID review, HAZOP & HAZID review, spare parts order, specialist services, and model review.

Ability to review contractual documents and identify project requirements and constraints/risks.

Ability to lead subcontractor for the safe execution of pre-commissioning/commissioning activities in line with the schedule.

Ability to lead a team of engineers/supervisors for the execution of pre-commissioning, commissioning, and start-up activities.

Responsible to discuss and get the approval of pre-commissioning, commissioning, and operations procedures from clients.

Participate in HAZOP meeting with client and representatives of the other engineering disciplines.

Lead the internal staff meeting; ensure the progress of project in accordance with project schedule. Coordinate with projects and planning departments on schedule-related issues.

Provide necessary inputs to commissioning proposals at the bidding stage.

Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same.

Assess the requirements of special tools/temporary facilities/equipment required for pre-commissioning and commissioning.

Coordinate with mechanical, rotary, electrical, instrument, and other disciplines and individual systems and subsystems to achieve/commence pre-commissioning and commissioning.

Identify system/sub-system priorities and guide contractors to follow the same.

Track and record contractual deviations by client/sub-contractor for claims.

Ability to control execution cost and resources within budgeted cost.

Prepare integrated schedule with construction activities.

Review and approve system/sub-system limits and turnover philosophy.

Constantly monitor to identify and communicate to construction team on any priority areas of work to accomplish smooth commissioning activities.

Ensure that all safety and precautionary requirements and procedures are followed during the commissioning.

Hold regular review of risk assessment/meeting with the client on issues such as HSE.

Be continually present on the field to guarantee the quality and progress of the work.

Regularly contact commissioning manager to exchange information and provide project commissioning support as and when required.

Regularly contact discipline engineers and supervisors for solving problems related to project execution work safely.

Regular communication with sub-contractor execution team.

Keep the commissioning manager apprised of the status/constraints.

Liaise and coordinate with commissioning engineers and provide them support and guidelines for technical commissioning related issues.

Perform any other related duties and responsibilities as and when directed by the supervisor.
