Key responsibilities
The Senior Construction Engineer – Mechanical is responsible for managing subcontractor and supervising construction activities related to mechanical, HVAC, piping, painting, insulation, refractory and fireproofing.
- Work to a 90 day look-ahead schedule and direct all field personnel and subcontractors to achieve completion of the project on schedule, with quality workmanship that conforms to plans and specifications.
- Ensure all work is executed in compliance with contract requirements, Petrofac management system requirements and associated procedures, and all relevant national and international standards as appropriate.
- Contribute to the development of plans, schedules and estimates for individual work scope.
- Ensure Go/NoGo checklist is signed off and sufficient workfront is available prior to mobilisation of subcontractor.
- Verify the subcontractor’s execution plan at an early stage and approve only if it aligns with Petrofac deliverables (documents and materials). Challenge subcontractor for a more efficient execution plan inline with schedule and safety and quality requirements.
- Prepare and discuss with subcontractor in advance construction method and sequence of works for critical activities.
- Initiate scoping sessions with subcontractors to plan activities and be aware of workface planning.
- Contribute to construction schedule and 6-weeks look-ahead, understand project plans and specifications, identify and solve problems, order materials and schedule inspections as necessary throughout the process.
- Coordinate with engineering and project management team to ensure planned activities are constraints free.
- Review work procedures and method statements for mechanical, HVAC, piping, painting, insulation, refractory and fireproofing works in compliance with good work practices and customer contract specifications.
- Ensure subcontractors are working with latest issued documents and drawings. Review IFC documents and resolve discrepancies, raise technical queries for clarifications on IFC deliverables in coordination with field engineering team.
- Implement standardized construction work processes, procedures, manuals and systems and create a system of control in each specific area.
- Ensure adequate storage and preservation of equipment and bulk materials before and after installation.
- Understand the systems turnover plan and sequence and ensure that the work is performed accordingly.
- Take ownership of Build Right First Time (QinC) as nominated by construction director/site manager. Ensure all inspection reports are accurate and all attached documents are current. Actively participate in quality control inspection for all types of mechanical, HVAC, piping, painting, insulation, refractory and fireproofing works in line with approved inspection and test plans (ITPs).
- Monitor implementation of PPC (daily progress monitoring). Submit daily progress report to line manager.
- Highlight to construction manager and subcontractor in advance any area of concern that might impact project execution. Review daily/weekly job progress and cost reports and issue to line management to ensure progress and manage slippage in coordination with mechanical construction.
- Coordinate with client and quality control inspectors for resolution of site problems.
- Liaise with other disciplines in the execution of work.
- Assist site subcontractors in resolution of drawing interpretation.
- Review inspection test packages during construction activities.
- Monitor calibration status and condition of inspection, test and measuring instruments.
- Ensure closure of all RFIs and related inspection/test records (ITRs) immediately after successful completion of inspections with minimum or no punchlist.
- Monitor completion of system/subsystem in his area based on previously forecasted ITRs.
- Ensure all punch items are closed timely and assist in commissioning plan.
- Attend subcontract/cost awareness sessions and understand responsibility matrices, BOQ and preambles of subcontract. Provide assistance to subcontract teams on payment and invoice clearance in accordance with the BOQ and guide/manage subcontractor change requests by complete assessment of works in the interest of the company within the subcontract framework.
- Ensure quantity reporting is established and reported accurately.
- Challenge every site instruction based on terms and conditions and assess cost impact prior to approval. Be aware of contract terms and conditions of the subcontractor and scope of responsibilities.
- Conduct monthly review of all site instructions and variation orders with subcontracts manager. Keep evidence of changes requested.
- Immediately report any cost affecting inspection results to discipline lead and highlight to engineering. Ensure all design changes are captured by the change control process.
- Coordinate with subcontractor for timely closure of non-conformances (NCR), corrective actions (CAR), daily surveillance reports (DSR), quality walkthroughs and construction observation form (COF) findings.
- Ensure competency check of construction supervisors and subcontractors; ensure personnel are qualified and competent to perform allocated tasks and have valid certification where required.
- Review mechanical and piping IFC documents and resolve discrepancies such as errors in isometrics captured during spool generation phase before issuing for fabrication.
- Ensure management of flange management system.
- Review pressure test packages as per P&ID, isometric drawings, test limit drawings and witness pressure/leak testing. Monitor pressure and sign off records.
- Ensure Go/NoGo checklist is signed off and sufficient workfront is available prior to start of pipe fabrication and piping pressure testing.
- Ensure spool tags are placed during fabrication and spool traceability is maintained during painting, pickling or galvanizing works.
- Be responsible for solving engineering issues in coordination with vendors and end users in relation to all aspects of equipment up to handover.
- Deal primarily with complex steam turbines, compressors, pumps, machine monitoring systems, motor drives and packages. Coach engineers and supervisors on day-to-day issues in assigned work areas for less critical equipment in coordination with mechanical construction and commissioning manager.
- Mentor engineers and supervisors on varieties of rotating machines including compressors, turbines, pumps of both positive displacement and centrifugal types including auxiliary system operation, associated instruments and electrical systems, different types of bearings, mechanical seals and other standard rotating equipment accessories.
- Provide engineering narratives, technical specifications, answer technical queries, review bids and provide necessary support to subcontracts team to finalize temporary construction and precommissioning subcontracts.
- Assist subcontract teams on payment and invoice clearance in accordance with the material take-off and guide/manage subcontractor change requests by complete assessment of works within the subcontract framework.
- Participate in risk assessment, safety reviews, mechanical and prestart safety walkdowns.
- Generate or modify equipment inspection/test records and check sheets for construction and commissioning of complex rotating equipment and packages.
- Ensure necessary spare parts are procured and safely stored according to vendor instructions where necessary for commissioning and start-up operations.
- Ensure precommissioning procedures related to cleanliness of piping for lube oil piping, steam piping etc. are available and understood prior to piping fabrication. Ensure priority is given for auxiliary piping to proceed with precommissioning works like lube oil flushing and chemical cleaning.
- Ensure availability of necessary tools and tackles and that assigned personnel are trained and have enough exposure and experience to carry out maintenance or assembly of mechanical seals, bearing changeover etc. where necessary.
- Ensure construction plan is aligned with commissioning and start-up plan.
- Ensure commissioning procedures for rotating equipment are developed and approved on time.
- When scope includes commissioning, ensure start-up checks are performed by assigned engineers and supervisors prior to start-up of each piece of equipment.
- When scope includes commissioning, ensure troubleshooting of rotating equipment related issues are carried out during all phases up to handover.
- Ensure condition monitoring system outputs are understood and appropriate actions are taken during troubleshooting as necessary.
- Review and approve procedures and method statements of all HVAC fabrication, painting, installation, erection and testing processes during construction. Verify installation in line with manufacturers’ installation procedures and project requirements.
- Review project schedules to confirm work sequences, installation progress requirements and completion milestone plans. Identify other discipline commodities that must be installed to support HVAC installation program.
- Develop leak test program and ensure leak test limits and required materials are included on design drawings when issued IFC, if required.
- Prepare detailed HVAC plan for each building based on material delivery dates and subcontractor resource mobilization.
- Ensure availability of HVAC components such as air handling units, skid mounted units, piping, ducts and supports, dampers, louvers and insulation.
- Ensure necessary certification for materials are available for HVAC components.
- Review HVAC IFC documents and resolve discrepancies, raise technical queries for clarifications on IFC deliverables in coordination with field engineering team.
- Ensure P&ID and D&ID are strictly followed by subcontractor with minimum deviation.
- Ensure all work for the discipline is carried out in accordance with asset priorities and schedules as set out in the plan.
- Develop datasheets and specifications for new equipment within brownfields scope of service against agreed framework standards for the assets.
- Package manage new equipment scopes, acting as primary interface between brownfield and vendor.
- Ensure piping and mechanical engineering support provided satisfies the appropriate asset safety case/COMAH and the PFEER/DCR performance standards are not compromised by any mechanical engineering activities.
Essential qualifications and skills
- 8+ years mechanical and piping engineering experience in direct hire construction with an international oil and gas EPC company and with subcontractors.
- 8+ years HVAC engineering experience in direct hire construction with an international oil and gas EPC company and with subcontractors.
- Degree in mechanical engineering or equivalent from an accredited college or university.
- Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa.
- Prior experience working with a diverse international workforce.
- Good communication skills.
- Thorough working knowledge of international codes and standards, specifically ASME and API codes/practices, and specifications associated with all types of static and rotating equipment and piping.
- Knowledge and experience to solve mechanical, HVAC, piping, painting, insulation, refractory and fireproofing issues onsite and provide guidance to subcontractors.
