Key responsibilities

  • Review procurement documents to ensure that quality requirements have been correctly translated into purchase requisitions and design documents.
  • List procurement inspection criticality rating for various items and vendor quality requirements.
  • Review purchase orders to ensure that the applicable requirements are met.
  • Review supplier ITPs, WPS, procedures, etc. against contract requirements.
  • Develop project-specific QCP/ITP/ITRs for both supplier and site QMS.
  • Coordinate with completion team to set up PetroPCS.
  • Attend pre-inspection meetings.
  • Compile vendor inspection assignment packages.
  • Conduct supplier capability assessments as assigned.
  • Complete and submit supplier capability assessment reports within 10 working days for approval.
  • Moderate and review supplier post-order evaluation reports and matrices.
  • Raise non-conformance reports (NCRs) during surveillance visits and monitor closure status.
  • Coordinate and resolve any nonconforming product issues.
  • Review vendors’ QA/QC systems in accordance with contractual requirements.
  • Coordinate vendor quality approvals when required.
  • Coordinate with discipline engineers and supplier engineers on establishing project-specific quality criteria.
  • Ensure verification of documentation and certificates for materials purchased by suppliers.
  • Review supplier inspection procedures and personnel qualifications.
  • Review supplier material certificates.
  • Participate in shop inspections and surveillances.
  • Coordinate with the company’s discipline engineers for resolution of technical discrepancies.
  • Coordinate with management for quality improvements.
  • Issue non-conformance reports and track all NCRs.
  • Coordinate with the owner's representative on all procurement issues.
  • Verify product compliance to approved data sheets, drawings, and witness testing as approved by ITP.
  • Produce necessary inspection reports and release notes.
  • Monitor progress of all purchase requisitions.
  • Ensure resolution of all issues raised during inspection and testing. Where applicable, provide recommendations for possible solutions.
  • Coordinate with concerned parties to review and ensure timely delivery of MRBs based on approved MRB index.
  • Provide technical inputs for vendor queries, technical queries, deviation requests, conformance reports, and non-conformance reports.
  • Integrate with and work alongside the quality team and perform all related tasks as requested by the supervisor.
  • Provide key technical assistance to suppliers on writing and executing test approvals and final reports.

Essential qualifications and skills

  • Degree or diploma in Electrical, Instrumentation, Telecommunication, Electronics Engineering, or equivalent.
  • For hazardous area electrical inspection and documentation: should be an experienced person whose training has included instructions on various types of protection and installation practices, IEC 60079-17 and IEC 60079-14. Evidence of relevant experience and training claimed shall be documented and available.
  • If no such training has been attended, the individual should undergo in-house training (PEC-RCD-00384) prior to assigning any work related to hazardous area inspection and documentation.
  • Familiarity with international codes and standards.
  • Maximum years’ experience in relevant discipline.
  • Experience in oil and gas or petrochemical industry is required.
  • Previous work experience with a major EPC contractor is preferred.
