Senior Environmental Engineer

We are currently based at KL Eco City, Malaysia.

The position is for prospect FPSO project for Mexico, relevant experience with Mexican regulatory compliance / Pemex is essential.

Role Purpose

Assist Project Regulatory Compliance Manager in the execution of the environmental activities on a project including those related to Project Environmental Management Planning, Environmental Compliance Technical Support, Training, Subcontractor coordination, and Audits/Inspections. This includes the development, analysis, and improvement of processes specifically tailored for Project Environmental Compliance, ensuring support to meet environmental commitments / obligations and relevant regulatory requirements across all impacted disciplines/departments, developing training programs related to the Project Environmental Compliance, development and leading of the relevant Audits.

Key Accountabilities

Project Environmental aspects identification and implementation

Identify, assess, and coordinate incorporation into design all relevant environmental inputs, constraints, considerations, mitigation measures, monitoring requirements, and environmental performance criteria arising from the project facilities, activities, emissions, discharges, waste streams, and other environmental aspects.

Project Environmental Management Plan preparation

Develop Project Environmental Management/Monitoring Plans in accordance with the applicable legal and regulatory requirements of country of operation, considering relevant industry good practice and identified project environmental aspects.

Environmental compliance coordination and support

• Capture and analyze environmental commitments / obligations for a project, map them by Project Disciplines, Area, System, and Subsystem, evaluate their impact on the project, coordinate their incorporation into project deliverables, subsequent compliance verification, and required reporting.

• Arrange/offer advisory on the project environmental commitments / obligations and ensure that they are comprehended by the pertinent project/department.

• Develop checklists as needed based on the project environmental commitments / obligations to assist projects throughout all stages of execution.

Project Environmental submissions support

Provide documentation and support to Clients / Operating Entities in development of the required Environmental deliverables / submissions (reports, workshops, registers, management plans, and other) to relevant authorities under applicable regulations, including assistance with the development of management and mitigation measures.

Environmental and Biosecurity Subcontractors coordination

• Assess and arrange subcontracting of third-party Environmental and Biosecurity-related services and providers.

• Coordinate project activities to manage project environmental and biosecurity risks under applicable regulations and work accordingly with relevant Subcontractors.

Project Environmental Audits/Inspections

• Define, plan, and lead the audits to ensure projects’ compliance with environmental regulations of country of operation and internal guidelines.

• Integrate internal verification activities within the projects to ensure adherence to the project environmental commitments / obligations, Project Environmental Management Plan and applicable biosecurity requirements, encompassing both scheduled audits and inspections and random spot checks.

• Assist projects during External (Client, Environmental Regulatory Authority) Audits and Inspections associated with relevant environmental and biosecurity regulations

.Environmental Training and Development

• Develop and implement a project-focused Environmental Compliance Training Program.

• Carry out the training needs survey to determine the necessary training and development measures for the annual training plan.

• Organize and carry out corporate and project trainings employing various methodologies tailored to the audience and content pertinent to project Environmental Compliance.

Qualifications

• Deep understanding and knowledge of relevant environmental/ESG Oil & Gas regulations and laws, including International, which allows the individual to perform their duties independently and to be able to mentor less experienced team members.
• Extensive knowledge in ISO 9001, ISO 14001, ISO 45001, International regulations such as MARPOL,
and relevant standards.
• Analytical research and writing skills with a demonstrated ability to research and analyze law and regulatory requirements.
• Possesses problem-solving skills, is organized at work and able to manage multiple priorities in a dynamic, fast-paced environment and occasional ambiguous situation.
• Ability to liaise and communicate with employees and management staff at all levels.
• Highly Desirable: Knowledge of Brazilian Environmental regulations (supervised by CONAMA, IBAMA), OR Mexican Environmental regulations / NOMs (supervised by ASEA, SEMARNAT), OR Australian Environmental regulations (supervised by NOPSEMA, DAFF), OR other complex environmental regulatory framework for offshore Oil and Gas EPCI Projects.
• Desirable: Knowledge of Power BI and associate tools.

Competencies

Technical:

• Min. Bachelor’s / Master’s degree (Environmental)
• Desirable: Post Graduate qualifications in HSSE/ESD/Sustainability.
• Minimum 8 years of experience in Environmental processes and/or implementation of Environmental/Sustainability management systems in EPC Projects, preferably in Oil and Gas Upstream.
• Minimum 5 years of experience in Audit (as an Auditor) and/or Training process.
• Qualified as an Auditor/Lead Auditor of ISO 9001/ISO 14001/ISO 45001 Management Systems
