Job Description
POSITION GENERAL SUMMARY
To assist the Manager in managing the overall execution of pre-contract and post-contract administration, tender management (including Quotations, Requests for Proposal, and Tenders), drafting tender evaluation reports and Board Procurement Committee approval papers. The role ensures that all procurement activities are aligned with organizational objectives, delivered within target Service Level Commitments (SLC) and executed in strict compliance with corporate governance standards and procurement policies.
ESSENTIAL POSITION FUNCTIONS
Strategic Category Development & Planning
- Develop, execute and continuously update multi-year category strategies based on detailed category baselining (spend analysis, business requirements, contract landscapes, and supply market assessments).
- Serve as a strategic procurement advisor to Budget/Project Owners, building an initiative pipeline and aligning procurement plans with 3–5 year OPEX and CAPEX planning horizons.
- Engage Budget/Project Owners early in project planning phases to aggregate multi-year requirements across Budget/Project Owners and shape demand prior to Purchase Requisition (PR) approvals.
End-to-End (E2E) Strategic Sourcing
- Design competitive sourcing mechanisms (e.g., broad specifications to encourage participation, Framework Agreements, panel call-offs, or marketplaces).
- Conduct targeted vendor outreach to quality suppliers, lead commercial discussions and negotiations, and structure contracts to maximize organizational value.
- Assist to complete sourcing processes, including tender document preparation, compliance checks, paper approvals and issuing Letters of Award (LOA).
Proactive Contract Lifecycle & Risk Management
- Oversee proactive lifecycle management, tracking expiration dates, initiating timely renegotiations and building performance incentives and price escalation clauses into contracts.
- Continuously evaluate supply market risks, reassess category opportunities and engage key suppliers on joint value-creation and continuous improvement initiatives.
Key Challenges
- Getting Business Support: Convincing Business Units to involve Procurement early in project planning rather than at the last minute.
- Combining Business Needs: Bundling similar requirements from different departments into single, multi-year contracts.
- Managing Supplier Risks: Moving beyond basic paperwork to actively monitor supplier performance, market risks, and price changes.
- Data Quality & Proving Value: Relying on clear spend data and showing real cost savings instead of just fast turnaround times.
Skills
- Outstanding in work planning and organisation and problem solving.
Education
External
- Bachelor’s degree holder in Quantity Surveying (QS) with relevant IT and digital sourcing experience
Relevant Industries
External
- Bachelor’s degree holder in Quantity Surveying (QS) with a minimum of 5 years experience in QS Consultancy/Construction Contract Management, Tender Documentation processes and related fields
